CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />Interim City Manager Hollister commented on the funding for the acquisition of properties on <br />Laura Avenue, and the possible uses for those properties. <br /> <br /> <br /> 7. AMENDMENT OF CONSENT CALENDAR <br /> <br />City Councilmembers or staff have an opportunity at this time to request that an item be <br />removed from the Consent Calendar for the presentation of a staff report or other special <br />consideration. Members of the Public may request the opportunity to address the City <br />Council regarding items remaining on the Consent Calendar by filling out a speaker card and <br />submitting it to the City Clerk prior to the calling of Item 7, Amendment of Consent <br />Calendar. Items remaining on the Consent Calendar will be considered for approval under <br />one motion. <br /> <br />Referring to Item 8.B., regarding Charitable Solicitation Permits, Councilmember Starosciak <br />expressed concern and frustration over requests for money by panhandlers and store <br />employees, and commented that she would like to see San Leandro return to a hassle-free <br />shopping environment. She commented that this type of activity discourages people from <br />shopping in San Leandro, and she asked if these solicitors could be requested to show their <br />permits. City Attorney Jayne Williams stated that there is a distinction between soliciting for <br />charitable contributions and panhandling. Ms. Williams suggested that staff could look into <br />whether the City could work with stores to regulate these activities. <br /> <br />on Item 8.D., Councilmember Grant asked if there is a <br />list of the properties to be acquired as part of the Westgate Parkway Extension project, and if <br />the neighbors were informed of the plan. Engineering and Transportation Director Uche <br />Udemezue reported that there are two viable options for construction of the project: 1) a direct <br />connection from Westgate Parkway onto Davis Street, which would require Timothy Drive to <br />be closed off; or 2) the widening of Davis Street to create three through lanes into Westgate <br />Center. A series of community workshops were held to present these options, and the <br />community rejected the first option. The City, ACTIA (Alameda County Transportation <br />Improvement Authority) and Caltrans have been working together to combine the Westgate <br />project with the Davis Street interchange and bridge project, and ACTIA has made funds <br />available for the acquisition of properties. Rather than exercise eminent domain, the City is <br />acquiring properties as they become available. Mr. Udemezue indicated that future <br />community meetings will be held as the project moves forward. <br /> <br />No amendment to Consent Calendar. <br /> <br /> <br /> <br />
