Page 4 <br />• Year 2030 with ICI Retail Project & Phase 2 Kaiser Medical Center (without Aladdin Avenue <br />Ext) <br />• Year 2030 with ICI Retail Project & Phase 2 Kaiser Medical Center (with Aladdin Avenue <br />Ext) <br />The following subtasks are envisioned for the two new scenarios: <br />1. DA will attend one additional meeting to cover coordination with Kaiser staff <br />anticipated for the duration of the project. <br />2. DA will prepare trip generation rates for Weekday (AM & PM peak) and Saturday peak <br />conditions for the Phase 2 Kaiser Medical Center buildout. <br />3. DA will use the ACCMA Countywide model to develop trip distribution and trip <br />assignment of traffic forecasts for the two scenarios. The model results will be adjusted <br />based on the Furness intersection adjustment process together with similar manual <br />adjustments previously made to other scenarios for the many project driveways. <br />4. DA will perform traffic operations on the adjusted traffic volumes at all study <br />intersections for the two new scenarios using the SYNCHRO intersection level of service <br />software. The results will be reviewed with City staff before mitigations are <br />recommended at the impacted locations. <br />5. DA will review the revised project site plan showing the buildout Phase 2 of the Kaiser <br />area. <br />6. DA will prepare graphics, tables and text for incorporation into the traffic report. <br />7. DA will provide traffic results for input into air and noise analysis for the two new <br />scenarios. <br />8. DA will incorporate the new analysis into the ADEIR. <br />9. DA will revise the analysis for the DEIR. <br />The cost associated with this additional traffic analysis is $24,930. <br />Dowling has also been asked to conduct additional analysis regarding expansion of the <br />Kaiser Medical Center subsequent to the completion of Phase I. Specifically, Kaiser would <br />like to determine how much expansion can occur under Phase 2 before triggering significant <br />impacts that may be difficult to mitigate. Dowling would review the traffic change between <br />Phase 1 and Phase 2 of the Kaiser Medical Center under 2030 conditions and determine a <br />correlation between project size and intersection impacts. Dowling will determine the <br />appropriate method for doing this analysis, which may involve use of the travel demand <br />model or apportionment of traffic directly at the impacted intersections. <br />The following subtasks are envisioned for the new analysis: <br />1. DA will attend one additional meeting to discuss methodology and coordination with <br />City and Kaiser staff on this task. <br />2. DA will prepare trip generation rates for Weekday (AM & PM peak) conditions for the <br />varying levels of the Phase 2 Kaiser Medical Center buildout. <br />3. DA will use the ACCMA Countywide model to develop trip distribution and trip <br />assignment of traffic forecasts for various levels of the Phase 2 Kaiser Medical Center <br />buildout. <br />~~ <br />
