Cal Coast ENRA October 20, 2008 <br />Staff research to date is unable to gauge the impact of including labor harmony language in a <br />RFP, an exclusive negotiating agreement or a development agreement. <br />Current City Council Policy: Not applicable <br />Previous City Council Action(s): <br />• At the October 15, 2007 City Council meeting, Council approved the RFQ for a Master <br />Developer for the Shoreline-Marina Area. <br />City Council Committee Review and Action: <br />• An Ad Hoc Committee interviewed two development teams in May 2008 and <br />recommended the City negotiate with Cal Coast Development, LLC for master <br />development of the City's Shoreline Marina Area. <br />• At the June 10, 2008 Shoreline-Marina Committee meeting, the Committee concurred <br />with the Ad Hoc Committee's recommendation and directed staff to negotiate an <br />Exclusive Negotiating Rights Agreement with Cal Coast Development, LLC. <br />• At a September 10, 2008 Ad Hoc Committee meeting, the Committee reviewed a draft <br />ENRA and recommended its approval. <br />• On September 23, 2008 the Shoreline -Marina Committee reviewed the draft ENRA and <br />recommended that the agreement, along with Building Trades Council proposed language <br />regarding labor peace be evaluated and forwarded to Council for approval. <br />Applicable General Plan Policy: Not applicable <br />Permits and/or Variances Granted: Not applicable <br />Environmental Review: Not applicable <br />Code Compliance Review: Not applicable <br />Board/Commission Findings: Not applicable <br />Summary of Public Outreach Efforts: Not applicable <br />Fiscal Impact: Not applicable <br />Budget Authority: Not applicable <br />Attachments: None <br />CONCLUSION <br />Staff recommends the City Council adopt a Resolution approving Exclusive Negotiating Rights <br />Agreement with Cal Coast Development, LLC for Development of the Shoreline-Marina Area. <br />G:~DEPT10ffice of Business Development~Marina~ENRA~ENRACouncilMemol0-20-08.docx <br />4 <br />
