CITY OF SAN LEANDRO <br />MEMORANDUM <br />DATE: October 8, 2008 <br />TO: Business and Housing Development Committee <br />FROM: Cynthia Battenberg, Business Development Manager <br />VIA: Elmer Penaranda, Senior Development Specialist <br />SUBJECT: Business Improvement District (BID) Advisory Board Member Recommendation <br />SiTMMARY AND RECOMNINDATION <br />There is vacancy in the five-member West San Leandro Shuttle Business Improvement District <br />Advisory Board. This is the Board that reviews the annual report of the LINKS Shuttle service <br />supported by the West San Leandro Shuttle Business Improvement District and makes <br />recommendations regarding annual increases to the assessment. <br />The current Board members are: Perry Carter, Interim Finance Director; Uche Udemezue, <br />Engineering and Transportation Director; Dora Wong, Coca Cola Bottling Company; and John <br />Dlugosh, Dlugosh Cabinets. The fifth member and his company, Rolls Wood Group, have left <br />the City of San Leandro, thus creating the vacancy. <br />In the beginning of September the City mailed letters recruiting interested persons from all of the <br />businesses that pay the BID fee. The top 42 employers within the BID received a letter from the <br />Interim City Manager and the remainder of the businesses paying the BID fee received a letter <br />from the Office of Business Development. (Businesses within the BID employing five or fewer, <br />landlords, home occupations, and non-profit companies are exempt from the BID fees.) <br />The City received interest from five individuals. Four of the five were interviewed by staff. One <br />of the candidate's business only employs three persons, thus is exempt from the BID fee, leaving <br />three applicants for consideration. <br />1. Ida Marmon, President, Nashional Office Furniture, 2400 Merced Street <br />2. Geza Paulovitz, Chief Financial Officer, Eric F. Anderson, 1066 Beecher Street <br />3. Rich Wahl, Marketing Director, Mr. Plastics Inc., 2756 Alvarado Street <br />All three felt this position would be a good way to serve the community, and that they could be <br />available for the one to two meetings a year. A map is attached showing the applicants places of <br />business, addresses and number of employees. <br />
