City of San Leandro
Community Benefit RFP
Selection Process
Page III-3
Community Benefit Grant Funds
Request for Proposals
2008-09
DETAILED EXPLANATION OF EVALUATION CRITERIA
Below is a detailed description of each of the evaluation criteria:
I. ABILITY TO ADDRESS NEED:
A. Benefit
Includes the extent to which a proposal clearly defines the benefit to the Community, the number of
residents served (or benefiting from the program) and the ability of the applicant to meet that need.
The amount of benefit delivered is very important. The proposal should demonstrate a positive
impact the program will have in the community.
B. Enhancement to the Community
A proposal submitted which demonstrates the ability to enhance the overall vitality of the
community will be highly rated under this factor. Proposals which clearly demonstrate the ability to
bring the community together in a high spirited and culturally diverse program will be more highly
rated.
C. Quality of Program
Includes the ways in which the program proposed would exceed basic standards. Explaining the
level of support you will have from your organization to ensure that a quality program will result, is
one example of demonstrating the quality of program to be presented.
II. PROGRAM DESIGN:
A. Overall Design
Includes how well your whole project is put together. Describe the need for this program and the
way in which your program will meet it? Is your organization able to carry out this project?
B. Leverage of Funds
The ability to combine requested Community Benefit Grant funds with funds contributed from other
sources for the same project may enhance your application.
C. Program Changes
Organizations seeking Community Benefit Grant funding are encouraged to show how their
program design has changed over the previous year to enhance the overall effectiveness of the
programs provided.
