CITY OF SAN LEANDRO <br />MEMORANDUM <br />Date: October 2, 2008 <br />To: City Council Rules and Communications Committee <br />From: Steve Hollister,"Interim City Manager <br />Subject: DISCUSSION REGARDING REVIEW OF CITY COUNCIL AGENDA ITEMS <br />BY CITY COUNCIL COMMITTEES <br />SUMMARY AND RECOMMENDATION <br />This report provides suggestions that the Committee may wish to consider in establishing criteria <br />for review of City Council meeting agenda items by Council committees. It is recommended that <br />the Committee discuss the information, identify criteria to be used for determining which agenda <br />items should be reviewed by a Council committee prior to being placed on the City Council <br />agenda, and forward a recommendation to the full City Council. <br />BACKGROUND <br />Currently, an item requiring City Council action is handled one of two ways: 1) the item is <br />placed directly onto the City Council agenda, or 2) the item is placed on a City Council <br />Committee agenda for review, input and/or recommendation. It has been the responsibility of <br />the City Manager to determine whether an item should go directly to the full City Council, or be <br />scheduled on a Council Committee agenda for review and/or recommendation. <br />The meeting highlights of Committee meetings are placed on the Council agenda, and are <br />accepted by a consensus of the Council. Any recommendations made by the Committees are <br />listed on the agenda, with those requiring action either passed by a vote of the Council, or <br />approved by a consensus of the Council for placement on a future Council agenda. <br />Some members of the Council have expressed interest in having more agenda items vetted by a <br />Council committee prior to being considered by the full Council. At the City Council meeting on <br />September 15, 2008, Councilmember Prola suggested that any items placed on the Consent <br />Calendar section of the Council agenda be reviewed by a Council committee first if possible, <br />with an explanation provided for those items that have not been through a committee. <br />In order to meet the Council's interest in a more thorough Council and public review of agenda <br />items, and to establish consistency in the process for identifying items to be considered by <br />Council committees, it is recommended that the Rules and Communications Committee establish <br />criteria for these items. <br />
