IN THE REDEVELOPMENT AGENCY OF THE CITY OF SAN LEANDRO <br />RESOLUTION N0.2008-024 RDA (3110/3117) <br />RESOLUTION APPROVING PROCEDURES FOR THE VOLUNTARY FORMATION OF A <br />REDEVELOPMENT ADVISORY COMMITTEE (RAC) TO SERVE ALL OF THE PROJECT <br />AREAS INCLUDING WEST SAN LEANDRO/MACARTHURBQULEVARD, ALAMEDA <br />COUNTY-CITY OF SAN LEANDRO PLAZA PROJECT AREAS <br />WHEREAS, the City of San Leandro has three Redevelopment Project Areas known as <br />West San Leandro/MacArthur Boulevard Project Area (WSL), Alameda County-City of San <br />Leandro Project Area (Joint), and Plaza Project Area (collectively referred to as "Project Areas"); <br />and <br />WHEREAS, the California Community Redevelopment Law does not require the <br />formation of a Project Area Committee at the time of Plan adoption and still does not require the <br />formation of such a committee; and <br />WHEREAS, the Redevelopment Agency wishes to foster active public participation in <br />the redevelopment process and thus desires to create a voluntary committee for citizen and <br />property owner involvement; and <br />WHEREAS, the City Council Rules and Communications Committee as recommended <br />by staff recommends that the Agency approve the formation of a voluntary redevelopment <br />advisory committee to provide enhanced public participation in the redevelopment process; <br />NOW, THEREFORE, THE REDEVELOPMENT AGENCY OF THE CITY OF THE <br />CITY OF SAN LEANDRO, CALIFORNIA, DOES RESOLVE AS FOLLOWS: <br />Section 1. The formation of Project Area Committee is not required by the Community <br />Redevelopment Law, however the Agency hereby voluntarily adopts procedures for the <br />formation a citizens advisory committee that shall be known as the Redevelopment Advisory <br />Committee (RAC) and the appointment of members thereto. <br />Section 2. The RAC will consist often (10) members, made up of community <br />stakeholders -one property owner, one business owner and one resident who lives within 500 <br />feet of each of the three Project Areas plus one stakeholder representing the housing community <br />(i.e., non-profit housing agency, multi-family property owner, or multi-family residential <br />developer). <br />Section 3. The Redevelopment Agency, through its Executive Director, shall develop a <br />process for public outreach and nomination of members interested in serving on the RAC, fmal <br />selection and appointment of the RAC representatives would be made by the Redevelopment <br />Agency. The membership on the RAC is for a five year term. <br />
