• Reconfiguration of the Washington Avenue at Beatrice Street intersection to separate traffic <br />entering the I-880 on-ramp from local traffic accessing the neighborhood to the west <br />• Addition of a second left turn lane on southbound Washington Avenue accessing the <br />Greenhouse Marketplace at Fargo Avenue <br />• Reconfiguration of the Washington Avenue at Fargo Avenue intersection <br />• Signal modifications at both the Washington Avenue at Beatrice Street and the Washington <br />Avenue at Fargo Avenue intersections <br />• Pedestrian accessibility improvements within the project area <br />The Washington Avenue Overlay project rehabilitates pavement on Washington Avenue starting <br />at the base of the I-880 overpass and extending south toward the City limits at San Lorenzo <br />Creek. <br />Analysis <br />The ACTIA-funded project was bid in Summer 2008. However, the bids were rejected because <br />ACTIA concluded that the low bidder did not meet or properly substantiate a "Good Faith <br />Effort" to utilize Small Local Business Enterprises (SLBE) and therefore did not meet ACTIA <br />funding guidelines. <br />The STP/CMAQ-funded project funds can be used only on arterial roadways that require <br />rehabilitation within the city. Staff used the City's Pavement Management System to identify the <br />arterial streets that meet the rehabilitation requirements. Washington Avenue, from the I-880 <br />overpass to the San Lorenzo Creek Bridge at the City limits, meets the selection criteria for <br />STP/CMAQ-funded rehabilitation. <br />Prior to the rejection of the I-880/Washington Avenue Interchange Improvements bids, the plan <br />was to complete the I-880/Washington Avenue project, then construct the pavement <br />improvements on Washington Avenue as a separate project. The necessity to rebid the I- <br />880/Washington Avenue Interchange Improvements combined with federal funding deadlines <br />imposed on the Washington Avenue Overlay requires that the two projects be combined. This <br />will not have a significant impact on the phasing of the project, as the Washington Avenue <br />Overlay will follow the I-880/Washington Avenue Interchange Improvements work in a <br />combined schedule. The combined project will allow for the projects to proceed under federal <br />guidelines, rather than the mare stringent guidelines of ACTIA, which necessitated the first <br />rejection of bids. The elimination of ACTIA-mandated requirements, together with the <br />additional project size, will also open competition to a larger group of qualifying contractors. <br />Current City Council Policy <br />• To improve and maintain the City's roadways <br />
