Hollister <br />Interim City Manager <br />BY: Kenneth Joseph, City Engineer ;'~' <br />Engineering and Transportation Department <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />RESOLUTION APPROVING A CONTRACTUAL SERVICES AGREEMENT WITH <br />CAROLLO ENGINEERS RELATING TO THE WATER POLLUTION CONTROL PLANT <br />REHABILITATION PROJECT, PROJECT NO. 08-593-52-239 <br />This work includes the design and production of plans and specifications for rehabilitation and <br />replacement of selected structures and equipment to restore treatment capacity and meet future <br />regulations. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval of a contractual services agreement with Carollo Engineers in the <br />amount of $3,763,298 for the subject project. <br />BACKGROUND <br />The City owns and operates a sewage treatment facility on 12 acres of land known as the Water <br />Pollution Control Plant (WPCP) located at 3000 Davis Street. The WPCP was originally <br />constructed in 1938 with several expansions asld modifications occurring since then. The WPCP <br />is designed to treat 7.6 millions of gallons per day (MGD) (average dry weather flow) and 22.5 <br />MGD (peak wet weather flow) from residential and commercial properties, and discharges the <br />effluent into the San Francisco Bay via the East Bay Discharge Authority (E$DA) discharge <br />facility located immediately south of the city. Recent studies have shown that several structures <br />and equipment are in need of upgrades, rehabilitation, or replacement. <br />Major improvements needed include: anew headwork structure; new fixed film reactor; <br />modernization of the electrical distribution system; new primary clarifier; modification to <br />various structures; implementation of a flow equalization system to manage high flow events; <br />and enlargement and modernization of the administration/control building. <br />
