Analysis <br />A "Request for Qualifications" (RFQ) was published in January 2008. The City invited the top <br />four qualified firms to participate in the "Request for Proposals" (RFP) process in April 2008. <br />Based upon experience, the interview, and the proposal, Carollo Engineers was selected as the <br />most qualified firm. Carollo Engineers is a design firm with over 75 years of water treatment <br />rehabilitation and design experience.
