DRAFT MINUTES
Page 12
October 20, 2008
City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting

discrepancies in the grant process due to differences in the level of scrutiny of the
applicants by the two City commissions. Councilmember Grant stated her hope
that the Committee would have recommended standardization of the grant
process. She commented that there should be equity in the process, regardless of
how many residents are served or the dollar amount of the grant award.
Councilmember Souza recalled that when she served on the Recreation and Parks
Commission, the Commission would consider the number of people served in its
review of the Community Benefit grants.

Recreation and Human Services Director Carolyn Knudtson described some of the
differences between the two grant programs, and the criteria considered by the
commissions in making their funding recommendations. Ms. Knudtson added
that staff compiles extensive information on all the applicants.
Councilmember Grant stated that her concern on this matter is about the
perception of equity in the process. She commented that, if there are requirements
to which all agencies must adhere, these requirements should be applied uniformly
and universally. Councilmember Grant also requested a report on the total
funding each organization receives from the City.

sion regarding the
criteria for review of agenda items by a Council Committee. She noted that
Councilmember Prola had requested that agenda items be referred to a Council
Committee for discussion, and not to have a presentation on each item at a City
Council meeting. Councilmember Souza indicated that this was discussed and
understood by the Committee.

12.
