Reports on City Council Committees <br /> <br />1. Business and Housing Development Committee Meeting of October 9, 2008. <br />Accepted as submitted. <br /> <br /> <br />2. Business (and Housing) Development Committee and Alameda County Board of <br />Supervisors Joint Annual Meeting of October 9, 2008 on the Alameda County- <br />Accepted as submitted. <br />City of San Leandro Redevelopment Joint Project Area. <br /> <br />Councilmember Souza commented that it was good to meet with the County, and <br />that the County is constructing a Teen Center near Edendale Middle School in San <br />Lorenzo. <br /> <br />Accepted as submitted. <br />3. Finance Committee Meeting of September 17, 2008. <br /> <br />Councilmember Starosciak commented on <br />Lorenzo School District with construction of the Washington Manor Middle <br />School gymnasium, clarifying that the funds were redevelopment pass-through <br />funds, which the District used as a local match for State grant funding. <br />Councilmember Starosciak stated that, in discussions with the San Leandro <br />School District, the City should ask about their RDA pass-through monies. Mr. <br />Hollister replied that staff has asked the San Leandro School District, and the <br />District indicated that the pass-through funds are being used to make payments on <br />portables for various schools. District staff informed him that they had looked <br />into State matching grants, but the program is no longer available. Mr. Hollister <br />indicated that he would ask District staff about the length of the portable lease <br />payments. <br /> <br />Councilmember Prola commented that if revenue measures on the <br />November ballot do not pass, then he would agree with the statement by Mayor <br />Santos that the City should consider assessment districts to raise revenue. <br /> <br />Councilmember Souza asked if the Council would have an opportunity for more <br />discussion on the Ninth Grade Academy. Mr. Hollister indicated that the City and <br />San Leandro Unified School District Liaison Committee Meeting Highlights for <br />the October 16 meeting next regular meeting <br />for discussion. The Finance Committee Meeting Highlights indicated that the bids <br />for the gym construction were due the first week of October, and Councilmember <br />Souza asked if the bid results were available. Mr. Hollister stated that the District <br />has not yet provided this information to the City. <br /> <br />Accepted as <br />4.
