Councilmember Starosciak further explained that people <br />that were not on the Shoreline CAC could still attend all public meetings and participate in the <br />Shoreline master plan. <br />Manager Battenberg announced that following the Shoreline CAC appointment ratification by <br />the City Council, akick-off meeting is tentatively scheduled for December 3, 2008. She <br />clarified that if someone declines to serve on the Shoreline CAC, the Mayor could appoint <br />another member and if someone is unable to attend a meeting, a substitute could not participate <br />as a member but could comment during the public comment period. <br />Recommendation: <br />The Committee recommended that the list of 30 persons for the Shoreline CAC <br />membership be forwarded to the City Council for ratification, and that staff continue to <br />work with the YAC to identify youth(s) to be added to the list of 30 persons. <br />2. Presentation by California Coastal Conservancy and Bay Access on the San Francisco Bay <br />Water Trail Project <br />Interim City Manager Hollister introduced Ann Buell, California Coastal Conservancy, and <br />Penny Wells, Bay Access Group. <br />Ann Buell explained that the Coastal Conservancy is a state agency. It is non-regulatory and is <br />a grant giving agency for regionally significant projects. The grants are for protection and <br />enhancement of coastal lands. She stated that the San Leandro shoreline is one of 57 <br />opportunity sites that could be a designated trailhead for the Bay Trail. <br />Penny Wells explained that Bay Access is a user group representing boaters such as kayakers, <br />canners, windsurfers, outrigger members, etc. <br />Ann Buell gave a presentation on the Coastal Conservancy's programs and goals which <br />include: <br />• Improved public access <br />• Providing amenities such as parking, concessions, restrooms and ADA compliance <br />• Heightened awareness of opportunities <br />• Educational material so as to reduce impacts on habitat and wildlife and to ensure <br />personal safety and safe navigation <br />• Increased stewardship <br />• Promote economic stimulus <br />• Provide opportunities for recreation closer to residents in the nearby vicinity <br />Ann Buell elaborated on the desired amenities to encourage and promote the use of the Bay <br />which include: <br />• Boat storage facilities (out of public view so as not to detract from the area) <br />• Public transportation to Bay access sites <br />• Casual dining and drinking establishments <br />• Long term parking (four to six hours or longer) <br />• Boat washing facilities with fresh water <br />• Boat rentals and lessons <br />
