Mayor Santos asked if windsurfers still used the San Leandro shoreline. Public Works <br />Director Bakaldin replied affirmatively explaining that windsurfers use the water area near the <br />Mulford Point bend. <br />Ann Buell explained that Coastal Conservancy sees that it is opportune timing for their work to <br />be coordinated with the City's shoreline master plan. <br />Interim City Manager Hollister asked what actions, if any, the City would need to take to be <br />part of the water trail. Ann Buell replied a sign should be installed along the shoreline for the <br />public to see and suggested that the City adopt a Resolution. <br />3. Discussion Regarding Potential for Private Development to Support Harbor Dredging or <br />other Shoreline Amenities and Improvements <br />Interim City Manager Hollister and Manager Battenberg explained that Ed Miller, Cal Coast <br />(developer), was ill and could not travel to San Leandro to discuss this matter. It was suggested <br />that the item be postponed until the next meeting when the developer can be present. <br />Mayor Santos recalled that the City may be committed to constructing a new clubhouse and <br />restaurant as part of the contract with American Golf Corporation. <br />Councilmember Starosciak asked for information on the minimum amount of dredging that has <br />to be done. Councilmember Prola asked what was done with the dredge spoils. Mayor Santos <br />recalled that the Regional Water Quality Control Board requires that dredge spoils be moved <br />within nine months, and that one possibility could be moving the material from one location to <br />another within the dredge spoils site with complete removal within three years. Engineering <br />Director Udemezue explained that when the water amount within the spoils is high, the permit <br />can be extended. Furthermore, he explained that movement of the material within the site <br />would be cost prohibitive. <br />Director Udemezue shared that the hydrology report will be completed and information on how <br />to proceed with regards to dredging will presented at the November meeting. <br />4. Next Meeting -November 18, 2008 <br />The Committee affirmed that the next meeting date will be Tuesday, November 18, 2008 in <br />lieu of the Thanksgiving holiday. <br />5. Public Comments <br />Bob Leigh commented that perhaps the harbor basin should be opened up to allow water <br />circulation and reduce bay silt accumulation. <br />Al Fernandez, a resident on Cypress Street in the Bonaire Neighborhood, stated that he owns a <br />25 foot boat and that he rents a space in a storage lot for it. He explained that when he wants to <br />use his boat, he obtains a City permit to allow him to store his boat in front of his home for <br />three days. He explained that this is not sufficient time to prepare the boat for a trip, use it and <br />then clean it prior to return to storage. He suggested that the City increase the time allowance <br />on the City permit to to five days. <br />
