EXHIBIT A <br />CITY OF SAN LEANDRO <br />WATER POLLUTION CONTROL PLANT REHABILITATION PROJECT <br />(PROJECT NO.O8-593-52-239) <br />SCOPE OF SERVICES <br />INTRODUCTION <br />The City of San Leandro (City) owns and operates a Water Pollution Control Plant (WPCP) that receives <br />residential, commercial, and industrial flows. The WPCP is a secondary treatment plant with a design <br />capacity of 7.6 mgd average dry weather flow and 22.5 mgd peak wet weather flow. The treated effluent <br />from the WPCP discharges into San Francisco Bay via the East Bay Discharge Authority discharge facility <br />located immediately south of the City. <br />The WPCP was originally constructed in 1938 and several expansions and modifications have occurred <br />since then. Recent studies have shown that several facilities require capacity upgrades, rehabilitation, <br />and/or replacement. The primary goal of the WPCP Rehabilitation project is to restore the capacity and <br />function of the WPCP by making improvements to various existing facilities or by adding new facilities. <br />SCOPE OF SERVICES <br />This section presents the Scope of Services for the Predesign and Final Design of the WPCP Rehabilitation <br />Project. <br />Task 0: Project Management and Meetings <br />Consultant shall provide project administration and management necessary to perform planning, execution, <br />monitoring, and reporting of the predesign and final design tasks. Consultant shall prepare a brief monthly <br />progress letter for attachment to the monthly invoice to track status of budget expenditures and key work <br />products completed during that billing period. <br />During predesign, Consultant shall attend and conduct six (6) progress meetings with City and plant staff <br />during the course of predesign. The initial progress meeting will serve as the kickoff meeting to review <br />project goals and to establish expectations for the project. The purpose of the remaining progress meetings <br />during predesign is to present and review preliminary findings of the various draft technical memorandums. <br />During final design, Consultant shall attend and conduct twelve (12) progress meetings with City and plant <br />staff during the course of final design. The initial progress meeting will serve as the kickoff meeting to <br />review project goals and to establish expectations for the project. The purpose of the remaining progress <br />meetings during final design is to present and review technical issues and to discuss design progress of the <br />project elements. <br />Information and/or Services Provided by City: <br />• Input at meetings. <br />Consulting Services Agreement between Project No, 08-593-52-239 <br />City of San Leandro and Carollo Engineers, Inc.
