MIlVUTES Page 4 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-November 3, 2008 <br />Councilmember Starosciak requested an addition to the agreement of one meeting with <br />project staff from Kaiser to consider the amount of wastewater discharged from the <br />Kaiser facility. City Engineer Ken Joseph indicated that the Water Pollution Control <br />Plant would have adequate capacity to handle the increased volume from the Kaiser <br />project, and that the additional meeting could be added to the scope of services. <br />- Adopted with revision to Exhibit A of the agreement to add that the <br />Consultant shall meet with Kaiser Permanente to discuss the Kaiser project's <br />discharge impacts. <br />M/S/C Starosciak and Souza. Report on Closed Session Actions Taken <br />None. <br />11. CITY COUNCIL REPORTS <br />A. Reports on Intergovernmental Agencies <br />Councilmember Gregory reported that he joined the Alameda County Transportation <br />Improvement Authority (ACTIA) Bicycle and Pedestrian Steering Committee in order <br />to seek funding for Safe Routes to Schools. By adoption of a resolution endorsing San <br />Leandro's Safe Routes to Schools campaign, the programs can be implemented at two <br />pilot schools, Roosevelt Elementary and Bancroft Middle School, beginning in March. <br />A draft resolution was provided to the City Council, and Councilmember Gregory <br />requested that the Council consider adoption of the resolution at a future meeting. <br />There was a consensus of the Council to do so. <br />Councilmember Starosciak reported that the Alameda County Congestion Management <br />Agency (ACCMA) has a video clip on its website of the Express Lane Concept, or High <br />Occupancy Toll ("HOT") lane, proposed for southbound I-680 from Pleasanton to <br />Milpitas. <br />Mayor Santos reported that there are nine ACTIA projects that involve San Leandro, <br />and he has requested that Interim City Manager Hollister schedule them for review by <br />the City Council Facilities Committee. Mayor Santos reported that the East Bay <br />Dischargers Authority (EBDA) is still in negotiations with a candidate for its Executive <br />Director position. The EBDA Board received a presentation on pretreatment and <br />pollution prevention programs, which he felt should be viewed by the entire City <br />
