CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: <br />TO: <br />FROM: <br />BY: <br />December 1, 2008 <br />Stephen Hollister, Interim City Manager <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />Jacqui Diaz, Interim Assistant City Manag~ ~~ <br />Kathy Ornelas, Community Relations Representative <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />RESOLUTION ENDORSING SAN LEANDRO SAFE ROUTES TO SCHOOL CAMPAIGN <br />SUMMARY AND RECOMMENDATION <br />It is recommended that the City endorse the San Leandro Safe Routes to School Campaign as <br />part of the Alameda County Active Transportation Plan, which would bring education to San <br />Leandro Schools and parents to motivate more students to walk or ride bicycles to school. <br />BACKGROUND <br />Analysis <br />City Councilmember Michael Gregory sits as a member of the Active Transportation Steering <br />Committee of the Alameda County Transportation Improvement Authority (ACTIA). Funded by <br />Measure B, the Committee has developed an Active Transportation Campaign to help reduce <br />traffic congestion and vehicle trips in Alameda County. One of the Campaign's goals is to <br />encourage more students to walk or bicycle to school. <br />The City of San Leandro has been making important advances in establishing Safe Routes to <br />School through infrastructure improvements in bicycle lanes and electronic crosswalk <br />installations. For the past several years, the City has also contracted with "Safe Moves" to bring <br />educational presentations to classrooms using Measure B funding. ACTIA's new campaign <br />would enhance the education element in San Leandro schools even further. ACTIA is asking <br />San Leandro, and other cities participating in the campaign, to support the campaign by <br />resolution. <br />By contracting with the consulting agency of TransForm, the campaign will establish a <br />partnership with schools in San Leandro to educate teachers, parents and students on safe routes <br />to school. The City's participation would be limited to an advisory capacity. A Traffic Engineer <br />or other staff would be invited to participate in one or two planning meetings. Additionally, a <br />staff member would be invited to take a "walking survey" of some of the routes to the schools to <br />evaluate the routes. Should additional infrastructure improvement recommendations come from <br />the walking surveys or planning meetings, the City would have the ability to choose whether or <br />not to pursue funding for such improvements in the future. <br />Stephen L.
