Excerpts of the Draft Planning Commission Regular Meeting Minutes November 13, 2008
Agenda No. 08-21 Page 7 of 7
space; the plan would add 5 square feet. The size of the decision seems out of proportion to the size increase
for the dwelling.
Commissioner Ponder appreciates comments from those on the Library -Historical Commission and
believes they will be instructive to the City Council. The Planning Commission's job is to evaluate projects
that come to us and decide whether they would be better or worse for San Leandro. Raising this roof height
is not that huge a request, but neither does the proposal offer much to the City in exchange — two additional
rental units in a TOD plan area. He would rather see something that would contribute more to the historical
character to make it something he would want to favor.
Commissioner Abero said that she, too, definitely wants to maintain the property's historical value, but as
a Planning Commission we must stay focused on looking at the plan, the designation of this property. The
Library -Historical Commission has reviewed it in depth from that perspective; our focus belongs on the
property and the proposed plan for it. It meets all the criteria for what we want to do in TOD strategy; using
properties for livable space. It looks very nice, and it's not going to be 10 stories high; it will look the way it
does today. Our role is to review this from a planning perspective, and then the City Council will consider
both our recommendation and the Library -Historical Commission's.
Motion to Forward to City Council with a Recommendation
for Approval of the Proposed Modifications to the Carriage House
and Denial of Proposed Modifications to the Blacksmith's Shop
in the Planned Development at 1315 Clarke Street
Finberg / Collier
4 Ayes, I Noe (Abero), I Absent (Brannan), 1 Recused (Reed) —Approved
END OF EXCERPTS
