EXCERPTS OF THE <br />CITY OF SAN LEANDRO <br />LIBRARY -HISTORICAL COMMISSION <br />TUESDAY, JANUARY 15, 2008 — 7:00 P.M. <br />REGULAR MEETING <br />SAN LEANDRO PUBLIC LIBRARY <br />TRUSTEES ROOM <br />PRESENT: <br />Chair F. Reicker, Commissioners D. Kaplan, D. Reed, U. Reed, F., C. Rinaldi, <br />Secretary D. Bohne, Library Services Manager N. Fong, Recorder T.Treskin. <br />ABSENT: <br />Commissioners A. Lum; R. Souza <br />GUESTS: <br />Elmer Penaranda, Community Development Dept.; Dr. Danice Friend: Architect Bruce Bolinger; <br />Steve McMillan, Alameda County Fire Marshall. <br />APPROVAL OF AGENDA: <br />It was MSC (Kaplan/Rinaldi) to approve the agenda of the January 15, 2008 meeting. <br />NEW BUSINESS: <br />A. City Landmark #4: Daniel Best House, 1315 Clarke St.: Proposed Plan Change= <br />Blacksmith's Shop. At the October 16, 2007 meeting, the Commission approved the <br />owner's request to convert the Carriage House and Blacksmith's Shop to residences, for <br />referral to the Planning Division for review. Mr. Penaranda contacted Mr. Bohne to <br />advise him of the necessity to change the Blacksmith's Shop plans in order to conform to <br />code requirements. Mr. Bohne contacted Chair Reicker, who requested that the proposed <br />plan change be reviewed by the Commission. <br />*and thus to its (F.R.) <br />The Commission reviewed drawings of the proposed changes and photos of the building <br />as it appears now. Mr. Penaranda explained the changes involve adding one foot to the <br />height of the Blacksmith's Shop * roof, and enlarging the window. The existing elevation <br />is 16'7" and the new elevation would be 17'9". Commissioner U. Reed asked what code <br />requirements have to be met. Fire Marshall McMillan said the height increase will provide <br />adequate head space so the upstairs loft area will be habitable. The larger egress window <br />will comply with fire safety code for a sleeping room. <br />Chair Reicker said he believes that raising the roof will change the original appearance of <br />the building. He quoted a paragraph from the Historic Preservation Ordinance: "Integrity <br />is the ability of a historic resource to convey its significance. To retain integrity a historic <br />resource must retain most of the following aspects that closely relate to the historic <br />resource's significance including location, design, setting, materials, workmanship..." <br />(Ordinance No. 2003-014, Section 4-26-200 (q) p. 3). Chair Reicker said he approved the <br />conversion plan at the October meeting. But had he known the roof would need to be <br />raised a foot he might have responded differently. He said this is tampering with the <br />integrity of the building. <br />Commissioner D. Reed said the Blacksmith's Shop was not originally meant to be a <br />residence.
