Commissioner Kaplan said she previously voted to approve Dr. Friend's projects even <br />though she personally did not agree with the changes. <br />Mr. Bolinger said the extra height won't be that noticeable. Commissioner Kaplan said the <br />appearance of the window will change when it's made larger. Mr. Bolinger said this is a <br />code compliance issue. He added that Dr. Friend has invested a lot of money in her <br />property. <br />Chair Reicker reiterated his position that the basic historic integrity of the building would <br />be changed. He said if these changes had been presented to the Commission with the <br />proposals we reviewed in previous meetings, we may have decided differently by not <br />approving them at that time. <br />*said (AK) <br />Dr. Friend asked if this means she can't come back to the Commission with proposed <br />projects. Commissioner Kaplan * that is not what it means. She said Dr. Friend can <br />present proposals to the Commission in the future if she chooses to do so. <br />M/S (D. Reed/D. Kaplan). Chair Reicker asked the Commission to vote on the proposed <br />plan change to the Blacksmith's Shop, Daniel Best House, 1315 Clarke Street. Ayes: 0; <br />Noes 4; Absent: 2 (Lum and Souza). <br />Chair Reicker said our decision not to approve the plan change is a disappointment to the <br />owner, but this is our position.
