Reed, U. Reed, F. Reicker, C. Rinaldi, R. Souza, <br />Secretary D. Bohne, Library Services Manager N. Fong, Recorder T.Treskin. <br />ABSENT: <br />Commissioner A. Lum <br />GUESTS: <br />Elmer Penaranda, Planning Division, Danice Friend, Bruce Bolinger, Derrick Wu, May Wong, <br />Cindy Simons. <br />APPROVAL OF AGENDA: <br />It was MSC (Reicker/D. Reed) to approve the agenda of the October 16, 2007 meeting. <br />NEW BUSINESS: <br />D. City Landmark #4: Daniel Best House 1315 Clarke St. -Request by Dr. Friend to convert <br />Carriage House and Blacksmith's Shop to residences. Architect Bruce Bolinger addressed <br />the Commission. He said in addition to the cottage used as an office by owner Dr. Friend, <br />there are two other buildings on the property, known as the Carriage House and the <br />Blacksmith Shop. Dr. Friend proposes improvements to these buildings so they can be <br />used as residences. Also, there is a storage building on the property that will be taken <br />apart and removed. The plan includes adding a storage unit behind the Blacksmith Shop. <br />The storage unit won't be visible from the street. <br />The Commissioners reviewed drawings of the proposed project <br />Commissioner Reicker asked what the exterior finish of the storage unit will be. Mr. <br />Bolinger replied it will be the same as the other buildings, a lap finish. <br />Commissioner D. Reed asked if there are parking provisions for the residential cottages. <br />Mr. Bolinger said there will be seven legal parking spaces on the property. <br />Mr. Bolinger described the proposed change to one of the Carriage House windows. The <br />window has to be lowered in order to meet code requirements for a residence. <br />Chair Kaplan asked why the previous owner was allowed to use these cottages as <br />residences if they were not to code. Commissioner D. Reed said the previous owner did <br />not apply for permits so the City was not aware of the situation. <br />Secretary Bohne asked Mr. Penaranda if the zoning would need to change. Mr. Penaranda <br />said the proposed project will need to be reviewed by the Planning Commission. If <br />approved, it will be referred to the City Council for review. <br />-1- <br />
