Liao then provided the Committee with a breakdown of the other <br />funding sources which will be used to construct the project (see attachment 1). <br />Committee discussion focused on how the loan would be structured and how the project may <br />impact the schools. Staff explained that they will bring back a recommendation on how to <br />structure the financial assistance in the coming months. <br />2. Update on the Commercial Rehabilitation Program <br />Business Development Manager Battenberg introduced the item and provided the Committee <br />with a brief overview of the status of the Commercial Facade Improvement Program. <br />Battenberg explained the process of working with businesses and property owners to complete <br />high quality projects is a slow process, but the Agency has many projects in the planning and <br />pre-construction phase. <br />Development Planner Tim Ricard highlighted five projects that are in the advanced planning, <br />pre-construction or construction phase. These projects included Bayfab Metals at 840 <br />Doolittle, the former Scott Mechanical building at 1717 Doolittle Drive, the Robert Jones <br />Building at 142 Joaquin Ave, Acoustical Material Services at 701 Fremont Ave, and Nor-Cal <br />Supply at 840 Doolittle Drive. Ricard explained that projects in which the Agency <br />contribution exceeds $25,000 require Agency approval. These projects include Bayfab <br />Metals, 1717 Doolittle Drive and Acoustical Material Services. <br />Recommendation <br />The Committee recommends approval of Commercial Rehabilitation loans of up to <br />$32,000 for Bayfab Metals, $100,000 for 1717 Doolittle Drive and $50,000 for Acoustical <br />Material Services. <br />3. Update on Development Projects: <br />a. Redevelopment of Former Target at 15555 Hesperian Boulevard. Business Development <br />Manager Battenberg explained that the In-N-Out Burger is now open and very successful, <br />and Wal-Mart plans to open in early 2009. <br />b. Downtown Improvements: Battenberg informed the Committee that work has begun on <br />the Downtown Pedestrian and Lighting Improvement project. The first phase of this <br />project which includes improvements to the south parking lot area and the creation of an <br />outdoor dining area near Sergio's, which was added by request of the new owner, are <br />nearly complete. The installation of new decorative light poles in the plaza as well as on <br />West Juana Ave and Washington Ave will begin in a few weeks. The project also <br />includes the creation of a pedestrian plaza on West Joaquin with benches, trees, <br />decorative lights, and a fountain, along with new sidewalks and the reconstruction of the <br />parking lot. The work is scheduled to be completed by early Summer 2009. <br />c. Downtown Survey: Battenberg informed Committee that a new survey has been placed <br />on the Downtown San Leandro website to gather input from residents, business owners <br />
