MINUTES Page 7 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-November 17, 2008 <br />meeting focused on the state budget. The Division meeting featured a presentation on <br />the state of the real estate market in California, and Councilmember Starosciak <br />suggested that the City review its inclusionary rental housing policies. Councilmember <br />Starosciak also reported on a meeting of the Alameda County Congestion Management <br />Agency (CMA), at which the Lifeline Transportation Fund programs, including the <br />LINKS Shuttle, were funded. <br />Councilmember Prola reported on the November 12 meeting of the Alameda County <br />Mosquito Abatement District. He reported that the West Nile Virus season is officially <br />over; however, 10 deaths statewide were attributed to the virus this year. <br />Councilmember Souza. reported that she attended the LOCC East Bay Division meeting, <br />and commented favorably on David Stark's presentation of the current real estate <br />situation. <br />Councilmember Gregory reported on the most recent meeting of the Alameda County <br />2010 Campaign for Active Transportation Steering Committee. The campaign seeks to <br />increase federal funding for transportation and to secure funding for implementation of <br />the County's Active Transportation Plan. Councilmember Gregory distributed to the <br />Council a list of the campaign's initiatives. <br />Mayor Santos reported on the most recent meeting of the Alameda County Mayors <br />Conference. The group received presentations from the County Redevelopment Agency <br />and PG&E. Mayor Santos reported that he voted against support for the ACTIA 2009 <br />legislative program, due to the objective contained in the program to fully fund and <br />advance the AC Transit Bus Rapid Transit project. He noted that the Council had <br />previously taken a position opposing a dedicated bus lane through San Leandro, and <br />may need to revisit this issue. Mayor Santos reported that the Oakland Zoo, owned by <br />the City of Oakland, is discussing options with the Local Agency Formation <br />Commission (LAFCo). <br />B. Reports on Conferences and Seminars <br />Councilmember Souza reported that she attended the Chamber of Commerce retreat this <br />past weekend. <br />Councilmember Gregory reported on the Economic Development Alliance for Business <br />(EDAB) Conference last Friday in Oakland. <br />C. Reports on Empowerment Funds <br />Councilmember Prola reported that he has submitted the following requests for <br />Empowerment Fund contributions: $1,000 to the Davis Street Family Resource Center <br />and $1,000 to Building Futures with Women and Children for their holiday programs. <br />
