Hollister <br />Interim City Manager <br />FROM: Luke Sims, Community Development Director <br />VIA: Cynthia Battenberg ess Development Manager <br />BY: Elmer Penaranda, Senior Development Planner <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />RESOLUTION ACCEPTING THE ANNUAL REPORT OF THE WEST SAN LEANDRO <br />SHUTTLE BUSINESS IMPROVEMENT DISTRICT FISCAL YEAR 2008-09 AND <br />DIRECTING THE CITY MANAGER TO IMPOSE THE BID ASSESSMENT AT THE <br />FISCAL YEAR 2007-08 RATE <br />SUMMARY AND RECOMMENDATION <br />The West San Leandro Shuttle Business Improvement District Advisory Board (Advisory Board) <br />reviewed the shuttle service (LINKS) FY 2007-08 operational and financial performance and <br />found it acceptable. The Advisory Board determined that the FY 2008-09 operational and <br />financial plan is also acceptable and that the FY 2008-09 BID assessment should be maintained <br />at its current base rate of $25.00 per business, plus $10.88 per employee, for businesses with <br />greater than five employees. In addition, the Advisory Board supports re-establishment of the <br />BID for afive-year period at the current BID assessment rate. <br />Staff recommends that the City Council adopt the Resolution Accepting the Annual Report of the <br />West San Leandro Shuttle Business Improvement District Fiscal Year 2008-09 and direct the <br />City Manager to impose the BID assessment at the Fiscal Year 2007-08 rate, as recommended by <br />the Advisory Board. <br />BACKGROUND <br />In September 2005, the City Council approved Ordinance No. 2005-017 that re-established the <br />BID. The BID provides funding for a shuttle service to West San Leandro, commonly known as <br />the LINKS. The ordinance defined the boundaries of the BID, the amount of the annual <br />assessment, the approved use of the assessment funds, and the effective period of the assessment. <br />At that time, the City Council directed staff to convene an Advisory Board each year to review <br />the performance of the LINKS Shuttle. <br />in <br />The five to seven member Advisory Board appointed by the San Leandro City Council includes <br />two staff members from the City of San Leandro (the Engineering and Transportation Director <br />
