Exhibit C <br />Tune 12, 2008 <br />San Leandro Transportation Management Organization <br />Board of Directors <br />262 Davis Street <br />San Leandro, California 94577 <br />Subject: Proposed Change to the Duties and Responsibilities of the Executive Director <br />of the San Leandro Transportation Management Organization <br />Dear Board of Directors: <br />It has been my pleasure to serve as the Executive Director of the San Leandro Transportation <br />Management Organization (TMO) for the past six years. The increase in ridership, almost <br />doubling from 95,000 in 2002 to mare than 184,000 in 2007 speaks volumes regarding the <br />valuable service the LINKS Shuttle provides to businesses, mainly manufacturers, in West San <br />Leandro_ Following numerous discussions with the City of San Leandro (City}, we are in <br />agreement that a modification to the current duties of the Executive Director would best serve the <br />TMO. The recommended change is for the City to assume some of the adrriinistrative <br />responsibilities currently handled by Galvan and Associates. <br />Following is the revised list of the duties and responsibilities proposed for the Executive Director <br />of the TMO: <br />1. Oversee all aspects of contract compliance with contracted service vendors and providers, <br />including, but not limited, to the services of a transportation provider, including regularly <br />scheduled meetings to review service levels and monitor of contractual obligations. <br />2. Serve as a liaison with shuttle riders and respond to inquires as necessary to insure high- <br />quality service delivery_ <br />3. Serve as the program liaison to the TMO, the City, the San Leandro Redevelopment <br />Agency and various granting agencies such as the Metropolitan Transportation <br />Commission, Bay Area Air Quality Management District, Alarneda County <br />Transportation Improvement Authority and the Congestion Management Authority. <br />4. Develop and maintain aggressive marketing strategies for the LINKS Shuttle program, <br />including marketing calls to educate the business community about the service and <br />provision of marketing materials. <br />S.
