DRAFT MINUTES <br /> Page 12 <br />December 15, 2008 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br />Councilmember Souza requested clarification on who is eligible to sign the protest <br />ballot, noting that this was an issue in the last process. She asked if there was an <br />estimated cost, including staff time, for conducting the process. Mr. Sims indicated that <br />this information would be included in the next presentation. <br /> <br />Mayor Santos requested that staff provide the Council with the West San Leandro Plan, <br />which was adopted by the City Council in 1999, and which addressed the need to reduce <br />traffic in West San Leandro. <br /> <br /> Minute Order No. 2008-031 <br />, Motion Directing Staff to Prepare the Required <br />Resolution of Intention to Re-establish the West San Leandro Shuttle Business <br /> <br />Improvement District. (2993/3034) <br /> <br />The City Council directed staff to prepare the required Resolution of Intention <br />to re-establish the West San Leandro Shuttle Business Improvement District. <br /> <br />M/S/C Prola and Starosciak. Ayes: 7; Noes: 0 <br /> <br /> <br />C.Report on Closed Session Actions Taken on December 1, 2008 and December 15, 2008 <br /> <br />City Attorney Jayne Williams reported that in the closed session on December 15, 2008, <br />the City Council authorized a settlement in the Lemmon v. City of San Leandro <br />litigation in the amount of $460,000. The case involved alleged FLSA violations for <br />donning and doffing. The settlement also authorized the approval of a side letter <br />agreement with the San Leandro Police Officers Association, extending its contract to <br />2010, which was approved as Item 8.J. on the Consent Calendar. The vote was 7-0. <br /> <br />Ms. Williams further reported that the <br />negotiator in connection with the San Leandro Employees Association (SLCEA) and <br />the San Management Organization (SLMO) came up after the agenda was posted. The <br />City Council authorized discussion of the item by a vote of 7-0. <br /> <br />Mayor Santos announced that in the closed session held earlier this evening, the City <br />Council, by a unanimous vote, appointed Steve Hollister as City Manager, effective <br />immediately. The Council further agreed to extend contract <br />through June 30, 2010. T <br />presented to the Council for approval on January 20, 2009. <br /> <br /> <br />11.
