ALAMEDA COUNTY REDEVELOPMENT AGENCY - <br />SAN LEANDRO JOINT PROJECT AREA <br />MANAGEMENT'S DISCUSSION AND ANALYSIS <br />JUNE 30, 2008 <br />2007-08 REDEVELOPMENT AGENCY BUDGET SUMMARY <br />Each of the following proposed programs and projects are consistent with the adopted Five-Year <br />Implementation Plans for the Alameda County -San Leandro Joint Redevelopment Project. <br />Economic Development <br />The Business Development Program was expanded into an Economic Development Program for the <br />Redevelopment Agency. The Agency began implementation of the Economic Development Strategic <br />Plan and hired an economic development specialist to assist in the implementation of the Plan. <br />The Commercial Property Improvement Program provided financial assistance in the form of <br />construction loans and/or grants for architectural services. The Program offers a tiered system to <br />encourage both small and large projects. Tenants and owners can receive up to $25,000 for the Awning, <br />Sign and Paint Program (ASAP) to complete minor improvements, or up to $80,000 in the Commercial <br />Property Improvement Program (CPIP) for larger renovations. The Redevelopment Agency also <br />provides a grant up to $10,000 towards architectural assistance to approved projects and helps the <br />owner find a contractor. <br />Marketing and Outreach funding continues to support the development and maintenance of the <br />Redevelopment Agency website, marketing and informational materials for the existing business, <br />commercial and residential property owners, for business attraction activities, and seasonal street <br />banners. In addition, the funding supported community clean-up events. <br />Public Imurovements <br />For the Joint Project Area, placement of overhead utility lines underground and installing streetscape <br />improvements along East 14~' Street was identified as critical to removing the visual blight associated <br />with the redevelopment area. Funding was allocated toward the second phase of streetscape <br />improvements along East 14~' Street which extends from 162"d Avenue to Hwy 238. Construction of <br />the Ashland Community Transit Access Project (ACTAP) to improve the pedestrian linkage along 159' <br />Avenue and Coelho Drive from East 14"' Street to the Bayfair Mall and BART Station was completed <br />this year. Funding for the ACTAP project is derived from grants and funding from prior years. <br />Funding for the reconnection costs associated with the utility undergrounding for the Lewelling <br />Boulevard Streetscape Project was provided. Significant funding for land acquisition was included in <br />the budget again this year. <br />A new budget category, Capital Improvement Replacement Fund, was added to all Sub Areas to fund <br />future replacement or upgrade of streetscape improvement items such as streetlights, benches, and <br />bollards. <br />9 <br />
