ALAMEDA COUNTY REDEVELOPMENT AGENCY - SAN LEANDRO JOINT PROJECT AREA MANAGEMENT'S DISCUSSION AND ANALYSIS JUNE 30, 2008 The Public Improvement Budget was exceeded due to an increase in costs for the construction of the Ashland Community Transit Access Project. Fiscal Year 2007-08 Accomplishments Alameda County -City of San Leandro Redevelopment Project Area (Joint Project Area) • Adopted and began implementation of the Economic Development Strategic Plan. • Purchased a site (approx. 33,000 square feet) on East 14"' Street for the Ashland Teen Center. The Ashland Teen Center was acquired in conjunction with the Hayward Area Recreation District (HARD) and the San Lorenzo Unified School District to develop a Youth Campus to provide park facilities and ajoint-use gymnasium. • In addition to providing funding for clean-up of the Teen Center site, accepted a Sustainable Communities Grant, in cooperation with HARD, for the clean-up of the former Holland Oil property purchased for the Ashland Teen Center and Youth Campus. • Updated the Five Year Implementation Plan. • Funded a portion of the Bayfair BART Station Area Improvement Plan in partnership with the City of San Leandro and BART. • Completed planning for a. Billboard Reduction Program, including adoption of a Billboard Ordinance. • Retained a consultant to assist with appraisal and relocation services on an as-needed basis. • Completed three and initiated design on three facade improvement program projects. • Utilizing the Graffiti Abatement Program, the Agency abated graffiti in the Joint Project Area. • Funded enhanced Code Enforcement activities for blight removal. • Assisted low-income homeowners with health and safety improvements.
