Economic Development Programs: <br />• Support public improvement projects that enhance parking opportunities, public <br />transit use, and the pedestrian environment throughout the Joint Project Area with special <br />attention to the Bayfair/BART area and properties along East 14th Street. <br />• Now that the "East 14th Street South Area Plan" is complete, in the southern East <br />14th Street planning area, Agency staff will assist with other City departments and <br />intergovernmental agencies to implement projects consistent with the plan's <br />recommendations. There are a number of possible projects in the area. Renovation and <br />reuse of the Bal Theatre as a movie theater or performing arts center is a community <br />interest. The Islander Motel remains a source of visual blight in the project area and <br />above-average levels of police activity in the City, and that part of East 14th Street is an <br />important location for higher density housing along the corridor. <br />• Partner with owners and developers to market strategic sites, ace}uire and dispose of <br />property, and assist with land assembly where needed. <br />• Assist in the remediation of contaminated sites in the Joint Project Area: The <br />Agency will continue to participate in hazardous waste remediation efforts, primarily <br />through offering Polanco Immunity where feasible. Another form of assistance maybe <br />predevelopment funds for environmental assessment work. <br />• Encourage further development of the Marina Boulevard Auto Mall and <br />conversion of underutilized industrial properties to appropriate commercial uses. <br />• Encourage and contract for appropriate development: The Agency will issue <br />Requests for Proposals/Qualifications (RFPIQs) as needed to involve developers with <br />opportunities in the JPA. The Agency will also enter into negotiations and contract <br />agreements with developers for projects. Development of new workforce housing <br />projects is a priority. <br />• Provide for the rehabilitation of commercial structures through the Commercial <br />Rehabilitation Program (forgivable loans to business and property owners). The North <br />Area Gateway at the north end of East 14th Street has a number of key lots that are <br />underutilized where development is expected to give new life to this important corridor. <br />• Encourage new strategically-sited housing developments as a catalyst for economic <br />growth and reinvestment. <br />• Facilitate business development efforts by serving as an information clearinghouse <br />for new and existing businesses. The Agency will continue to produce and distribute <br />marketing brochures and materials, and conduct both formal and informal contacts with <br />potential and existing businesses, property owners, and developers. <br />2004-2009 Implementation Plan <br />Page 10 <br />
