Public Improvements Objective: Upgrade the appearance of the Project Area visible to the <br />public, so that it will be more inviting to consumers and residents, stimulating increased sales <br />and private investment in the area. <br />Public Improvements Programs: The Agency will, as opportunities arise and resources allow, <br />fund capital improvement projects of public benefit. The highest priority is expected to be given <br />to the following projects: <br />• Development of a senior center facility. A location has not yet been confirmed for <br />this facility, which is a high community priority. The preferred site at this point is the <br />former Chovanes Ford showroom an East 14th Street in the Palma District, adjacent to <br />San Leandro Hospital. <br />• Undergrounding of above-ground utility lines along East 14th Street. This will <br />convert aerial utility services to underground service systems and upgrade street lighting; <br />• Implementation of the streetscape-related recommendation of the East 14th Street <br />South Area Plan, including widening sidewalks, installing new street trees and street <br />furniture, and adding crosswalks and landscaped medians where appropriate to East 14th <br />Street between downtown and 150th Avenue. <br />• Beautification of the busy East 14th Street/150th Avenue/Hesperian Boulevard <br />intersection. <br />• Improvements to pedestrian connections and parking facilities at, between, and <br />around Bayfair Center and Bayfair BART. While the main mall parcel was removed <br />from the project area in 2001, its adjacent parcels remain in the project area, and the mall <br />impacts East 14th Street and Hesperian Boulevard, busy commercial corridors in the <br />project area. The Agency has previously committed substantial financial resources to <br />assist in the modernization and upgrade of Bayfair and its Macy's department store on a <br />multi-year basis continuing through this Implementation Plan period. In addition, the <br />Agency has partnered with Alameda County, BART, and the private mall owner to <br />enhance the pedestrian connection between the mail and the adjacent BART station in a <br />project that should be completed in 2005-Ob. The Agency is also exploring with the mall <br />owner ways to secure permanent parking facilities to support the retail and entertainment <br />destination and allow for its possible expansion. <br />While no specific projects are identified now, the area Sauth of Marina in the project area, <br />nicknamed "Bomar" in the General Plan, is predominantly light industrial with a few retail <br />outlets. The Agency and City are interested in preserving these uses in the area, with a potential <br />to transition into research and development facilities at a future time. One large site in the area is <br />the San Leandro Sports Complex. The sports fields of the former Pacific High School and the <br />San Leandro Ball Park have a total area of 19 acres. These two parcels, which are owned by the <br />San Leandro School District and the City, respectively, are located on Teagarden Street, directly <br />behind the highly successful Marina Square shopping center.
