While the project area is relatively large (1040 acres), its youth and the quirky fact that it <br />declines tax increment from 17 large parcels within it {because of an agreement with Alameda <br />County following plan formation}, the tax increment is not enormous. However, the public <br />improvement projects planned for this implementation period will create an environment for <br />future economic growth. <br />Economic Development and Public Improvements: Objectives and Prograrns <br />The Agency's aim with regard to economic development and public improvements is to improve <br />the economic health of and encourage private investment in the WSLPA. Specific proposed <br />programs and initiatives to undertake over the next five years in pursuit of this objective follow. <br />Economic Development Objective: Improve the economic health of the West San Leandro- <br />MacArthur Boulevard Project Area by assisting the private sector to maintain a balanced <br />business base with an appropriate mix of industrial, manufacturing, and large-scale retail in the <br />West San Leandro sub-area, and neighborhood-serving retail, small office, and infill housing in <br />the MacArthur sub-area. <br />Economic Development Programs: <br />• Identify obsolete buildings and work with property owners to modernize or <br />remove them, creating jobs and stimulating investment. <br />Assist with assembling parcels for development sites, particularly underutilized <br />property on MacArthur Boulevard, and in expansion of industrial businesses on <br />inadequately sized parcels. <br />Attract new commercial and industrial uses that offer higher paying wages andlor <br />add to the city's financial base; encourage clustering of like uses in certain areas as <br />appropriate. Assist businesses with conversion costs, fire and code improvements, and <br />parking and truck loading facilities. <br />Assist in maintaining LINKS, the West San Leandro Shuttle Program to take <br />workers to and from work and the San Leandro BART Station. This popular program <br />with riders has become a standard for other Bay Area shuttles. <br />Develop strategies to mitigate both auto and truck related traffic in the project <br />area to reduce conflicts with residential uses, white facilitating trucking services. <br />Provide for the rehabilitation of commercial structures through the Commercial <br />Rehabilitation. loan program, with a special focus on MacArthur business districts and <br />the Doolittle/Marina area. <br />2004-2009 Implementation Plan <br />Page 14 <br />
