Facilitate private (re)development of the AlbertsanslDean Foods complex, <br />approximately 63 acres at the Marinal880 interchange in the project area. The site is <br />recognized as a regional economic growth opportunity. <br />Support completion of the privately-developed Bayside Business Park as an <br />anchor for the Davis/Eden Road business area. <br />Support the long-term viability of Westgate Center as both a regional retail <br />center and atechnology-oriented business incubator. <br />Public Improvements Objective: Upgrade the appearance of the Project Area visible to the <br />public, so that it will be more inviting to consumers and residents, stimulating increased sales <br />and private investment in the area. <br />Public Improvements Programs: The Agency has committed resources to capital <br />improvement projects of public benefit. Streetscape projects in both sub-areas have long been a <br />community desire and a priority recommendation from the Redevelopment Advisory Committee <br />for the WSLPA. The majority of the tax increment and the TABS funding will be dedicated <br />these two Streetscape projects, an investment that is expected to result in more private investment <br />in the project area, and eliminate existing visual blight in the community. The highest priority is <br />expected to be given to the following projects: <br />Implement the Doolittle DrivelAirport Gateway Streetscape enhancement <br />program (Phase I Entry; Phase II Adams to Davis; Phase III Davis to Marina; Phase N <br />Marina to Fairway). Doolittle Drive is a gateway to Oakland Airport, and a busy artery <br />through the City's industrial district. The Agency will also participate in minor <br />landscaping improvements at the corner of Davis and Doolittle in a related project. <br />Phases I and II are estimated to be complete in 2005, Phases III and N sometime <br />thereafter. <br />Support new or significantly improved, larger I-880 interchanges at Marina and <br />Davis to ease congestion and stimulate private investment in the project area by taking <br />better advantage of its strategic regional location. <br />Implement the MacArthur Boulevard Streetscape Master Plan {Phase I Durant <br />to Superior and Dutton to Estudillo; Phase II Superior to Dutton). MacArthur Boulevard <br />is a gateway to the City of Oakland, a major artery, and a busy neighborhood destination. <br />This project was originally bid in Summer 2004; bids came in much higher than the <br />engineer's estimate, and the project underwent redesign in Fall 2004 in preparation for <br />another public bid process. The cost estimate for this project in Table 7 is, therefore, <br />extremely uncertain. The balance of TABS money is not programmed in 2004-06 in <br />order to fund this project in excess of the currently allocated amount, if the Agency Board <br />so determines. <br />Acquire Eden Road right-of--way to improve traffic circulation in the <br />Davis/Dooiittle intersection area.
