<br />Because of its relatively recent formation, the WSLPA does not have high tax increment
<br />revenues currently, but they are projected to grow steadily in the next Implementation Plan
<br />period, allowing business assistance projects, in addition to the major streetscape projects, to be
<br />funded. One further caveat is that the WSLPA has the capacity to pay ERAF for either of the
<br />other two project areas, which are far more burdened with obligations. In a situation in the other
<br />project areas where incoming tax increment does not cover existing debt and the project area's
<br />"share" of the Agency's ERAF payment, the WSLPA will be a resource. Unfortunately, this will
<br />further limit the project area's ability to complete important public improvement projects.
<br />A Business Improvement District (BID) has been formed to fund LINKS in future years. If the
<br />City Council determines the BID should be dissolved, it is possible that additional tax increment
<br />would he directed toward the shuttle program. Regardless of the future of the BID, as long as
<br />there is a workforce shuttle, it is likely that the Agency will continue its involvement in the
<br />shuttle operations to ensure it continues to meet the needs of West San Leandro businesses.
<br />Business assistance may take the form of any of the economic development objectives, including
<br />commercial rehabilitation, land assembly, and working with owners of obsolete buildings. The
<br />streetscape projects will eliminate much of the visual blight on major arteries in the two sub-
<br />areas and set the scene for additional private investment along these key corridors.
