Summary ofDemagraphics and Housing Conditions <br />The following key points summarize the relationship of the demographic changes to the <br />condition of housing in San Leandro. <br />• The small number of residents aged 25-34 indicates a shortage of affordable housing <br />suitable for young adults and singles. <br />• Type of household has changed -- 35% of households have gersons living alone and 26% <br />have no children less than 1$ years of age, indicating a need for additional smaller units. <br />• There is an influx of new families with large numbers of children, indicating a need for <br />larger units. Average household size has increased. <br />• There are 54,200 jobs in San Leandro with expected growth of additional 9,275 new jobs <br />by 2015. To meet the demand for housing for these employees, City would need 3800- <br />5200 new housing units. <br />• 60% of households are ownership and 38% of the owners are over 65 years old. <br />• 35-40% of households earn less than 80 percent of AMI, indicating a housing <br />affordability problem. <br />• 24% of the population is 55 years or older, and 16% is elderly {65 or older). <br />• Over half of the housing stock is over 50 years old. <br />Housing Element Regional Housing Needs Determit:anon (RHND) for 1999-2006 <br />As part of the five year Housing Element cycle, the State Housing and Community Development <br />Department determines the housing needs for the San Francisco Bay Area. The Association of <br />Bay Area Governments {ABAG) then allocates housing production goals to the cities and <br />counties based on a formula that is agreed upon by the jurisdictions. The targeted percentage is determined by the latest <br />census. Based on the 2000 Census, no more than 16% of the units built with the LMHF can be <br />dedicated to housing or persons aged 65 years ar more.
