Your business has been identified as being located within the boundaries of <br />the West San Leandro Shuttle Business Improvement District (BID).The BID <br />partially funds the West San Leandro LINKS Shuttle Service (LINKS) from the <br />downtown San Leandro BART station to the western industrial employment <br />tore of San Leandro along a defined route.The shuttle service was established <br />to provide transportation services to an area of San Leandro under served by <br />other forms of public transportation for the benefit of employees and <br />employers in the area. The shuttle service provided is free to riders. LINKS <br />operates from 5:45 a.m. to 9:45 a.m. and 3:00 p.m. to 8:00 p.m., five days a <br />week (Monday-Friday) excluding holidays. LINKS service consists of a 6.25 <br />mile loop (see map on back) with 23 stops. <br />The funding model for LINKS includes three interdependent sources: the BID, grant funding and support from the San Leandro <br />Redevelopment Agency.The BID funds approximately one-third of LINKS administration and operational costs. The BID is critical as <br />it not only funds the service, but also assists in obtaining grants which offset the cost of service by exemplifying business support <br />for the program. <br />The BID will expire on June 30, 2009.On February 2, 2009, the City Council is scheduled to consider adopting a Resolution of Intention <br />(ROI), declaring the City's intention to re-establish the BID for a five year term at current rates. Adoption of the ROI starts the legally <br />required notification and public hearing process to obtain input from the community as to the merits of the proposed assessment. <br />All of the businesses within the boundaries of the BID who pay the assessment will be mailed a notice of the proposal to re-establish <br />the BID within seven days after Council adoption of the ROI. <br />If the resolution is adopted, in February you will receive a notice in a City of San Leandro envelope stamped "Public Notice." <br />The mailing will include BID facts, a copy of the ROI, a route map, and a protest postcard. Listed below is general information <br />about the BID. <br />• Time and Place for the Required Public Hearing: <br />7:00 p.m. on Monday, March 16, 2009, in the City Council Chambers of City Hall at 835 East 14th Street. <br />• Type ofAssessment: Business Improvement District assessment levied only on businesses in the affected service area. <br />• Who the Fees Affect: Only those businesses within the boundaries of the established district (see map on back). <br />Businesses with five or fewer employees, property owners, home businesses, and nonprofit businesses not benefiting <br />from the assessment are exempt from the fees. <br />• How the Assessment Is Collected: The annual assessment is levied and collected each year along with the Business <br />License Tax. The fee is levied on a fiscal year basis (i.e. July 1 to June 30), and is prorated 50% for business licenses issued <br />during the period January 1 through June 30. <br />• Purpose: All fees collected from the assessment will partially fund the operation of the LINKS shuttle service to and <br />from the downtown San Leandro BART Station. The shuttle service will be a free service to riders. <br />• Amounts of the Proposed B!D Assessment: $25.00 base fee per year plus 510.88 per employee per year.
