CITY OF SAN LEANDRO <br />MEMORANDUM <br />Date: January 5, 2009 <br />To: Business and Housing Development Committee <br />From: Luke Sims, Commu~~ni~~ty Development Director <br />Via: Cynthia Battenberg;'l~3usiness Development Manager <br />By: Elmer Penaranda, Senior Development Project Specialist ~jl~~~~' <br />Subject: REVIEW OF PROCESS AND TIMELNE FOR SELECTION OF <br />REDEVELOPMENT ADVISORY COMMITTEE MEMBERSHIP <br />SUMMARY AND RECOMMENDATION <br />At the Redevelopment Agency/City Council (Agency) meeting of October 20, 2008, the West San <br />Leandro/MacArthur Boulevard (WSL) and Alameda County-City of San Leandro (Joint) <br />Redevelopment Advisory Committees were discontinued. At the same time the Agency directed the <br />formation of a new Redevelopment Advisory Committee (RAC) that would provide input to all three <br />project areas (Plaza, WSL, and Joint Redevelopment Project Areas) on a quarterly basis, as needed. <br />A draft mission statement, outline of the committee selection process, and timeline follows. Staff <br />requests feedback and recommends the Business and Housing Development approve the mission <br />statement and proposed process and timeline for creation of the new RAC. <br />BACKGROUND <br />Last October, the Agency adopted a Resolution to create a new RAC with 10 members, including the <br />following stakeholders -one property owner, one business owner and one resident who lives within <br />500 feet of each of the three Project Areas, plus one stakeholder representing the housing community <br />(i.e., non-profit housing agency, multi-family property owner, or multi-family residential developer). <br />The 10 member RAC will provide valuable and representative input, while remaining a manageable <br />size that can be educated on the specifics of each of the Project Areas. <br />RAC Mission Statement <br />A mission statement is necessary to clearly define the role and responsibilities of the RAC. The <br />RAC's responsibilities will include providing feedback on large development projects in the <br />Redevelopment Areas and redevelopment planning documents. A draft mission statement follows: <br />The mission of the Redevelopment Advisory Committee (RAC) is to act as an advisory body <br />to the City of San Leandro Redevelopment Agency/City Council and Agency staff regarding <br />large projects, programs, policies and priorities in the Redevelopment Project Areas, and <br />redevelopment planning documents, such as implementation plans, with the purpose of <br />eliminating and preventing the reoccurrence of blight. <br />
