without taking out several homes. The area will remain the same with the exception of
changing out the bridge and minor changes of the ramps. Mayor Santos suggested that
there should be a meeting with residents along the corridor, including Davis West,
Timothy and residents on the east side. Keith agreed and said that meetings will
definitely be scheduled.
Regarding the Marina Interchange, Keith advised that Kaiser has advanced the City $5
million to start the process. Councilmember Reed asked if the project is expected to be
on schedule if the City has the funds. Keith explained that this is the goal and that City
will be pushing for LATIP to make funding available, as that would be the ideal situation.
It would be the most convenient for residents if the project could be done all at one time.
If the extra funding is not received, it would be possible to have two schedules. The key
is to be prepared. Kaiser's funding puts the City ahead of everybody else because plans
will be ready to go. Staff is working to get the funding, but readiness will be an
important key and we want to be prepared to receive the funds.
Regarding High Occupancy Vehicles and Local Area Transportation Improvement
Program, Keith explained that on the Davis Street Interchange, the plan is to increase the
number of lanes to get vehicles through the congestion, and add a through lane into the
Costco lot. There are also plans for on-ramp loop freeway entrances to move the traffic
more efficiently. Mayor Santos stated that pedestrians have problems crossing the streets
on the overcrossings and feels the issue should be looked at as part of the study. He also
stated that meetings are an important issue for the residents and asked Ken Joseph to
coordinate with Councilmember Prola to ensure that meetings are planned.
Mayor Santos also brought up the issue of design now that Laura Avenue is in place. He
stated that the City will have 4 or 5 houses that we will need to start addressing. Laura
Avenue is now in play and Councilmember Prola should be involved in talking to
residents. Everybody needs to be on board.
3. Discussion Regarding AC Transit and Bus Rapid Transit (BRT)
Mayor Santos addressed the issue of AC Transit and Bus Rapid Transit (BRT). He stated
that he, Mayor Bates and Mayor Dellums are meeting next week to discuss concerns with
the project. While there is substantial funding for the project, the City of San Leandro is
not completely on board. The Transit Committee, which includes Councilmembers
Gregory and Starosciak and representatives from the City of Oakland, City of Berkeley
and AC Transit, will be meeting next month. Mayor Santos stated that he will report
back after his meeting with the two mayors and hopefully give staff a better handle of the
situation all the way around.
Discussion ensued. Keith Cooke stated that staff has been meeting with AC Transit, City
of Oakland and City of Berkeley. AC Transit is coming around to the right approach to
the project and trying to bring it back out to the community. It has a scope of what it
believes the project is. Staff needs to get back to it regarding what is important to the
citizens of San Leandro.
4. Discussion Regarding PG&E, Comcast and AT&T Low Cable Issue
