but it seems to have changed. Mayor Santos explained that it is a revenue shortfall issue <br />that hasn't formally come to the City Council. Needs and expenses will be reviewed. He. <br />explained to Mr. Fitzsimmons that if his organization can come up with the funding, <br />through animal licensing fees or some other source, then money could be used for what <br />he is proposing. <br />Corina Lopez stated that the park in her neighborhood is highly used and that the Best <br />Manor Homeowner's Association has been working for five years within the process. <br />They have worked with the commission on structural issues regarding maintenance, dry <br />rot and the rusty, unsafe play stricture. She asked if the HOA should go before the <br />ADHOC Committee. Mayor Santos explained that ADHOC is not open to the public so <br />they would have to speak with their Councilmember. He said that it would be up to <br />Councilmembers Starosciak, Souza and Stephens to open it. He stated that he is meeting <br />with Mayor Dellums next week to discuss parks within his corridor. It is possible that <br />something could be done that way. It is just one more item to look at. <br />Peggy Combs stated that the 4 Paws Society is a private group who are passionate <br />advocates. It was not their intention to try to move their item to the top of the list. She <br />stated that they are not saying that they expect the City to set aside everything or that they <br />are the most important park issue. But the process has gotten confusing. They feel the <br />procedures have been laid out one way, but are now being changed. Things are not first <br />come, first serve, and they are not inferring that they should be first in line. But items <br />can he moved by the Parks and Recreation Committee based on need. Mayor Santos <br />stated that projects still just can't jump over each other. They have to be decided by <br />everyone after they are prioritized. <br />Ms. Combs also stated that the BRT meetings hadn't been publicized well. She attends <br />meetings, and every single meeting was missed because they weren't publicized well. <br />She is really concerned about buses, parking and residences. This should be a Green <br />project, but she has grave concerns and wants to get involved. <br />8. Committee Member Comments <br />Councilmember Reed addressed the BRT issue stating that she wants the community to <br />have the opportunity to get involved. She asked Keith Cooke to give her dates when staff <br />and AC Transit would be available for questions. She has concerns regarding <br />landscaping in the area and wants to understand how it's going to work together. She <br />would like to break up the area by District and have separate meetings because outreach <br />is important. She asked Keith to set the date and she will do the foot work. <br />Mayor Santos stated that discussions on this go back 7-8 years and that agendas are <br />always posted. The project will not come to fruition for a couple of years. Mayor <br />Santos stated that other points of interest are: <br />• Meeting with ACTIA on January 14, 2009 <br />• Sales tax revenue dropped by $9M <br />• Bike to Work Day will be May 14, 2009 <br />• City slated to spend $250M+ on projects <br />
