DRAFT MINUTES Page 7 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-,Tanuary 20, 2009 <br />• Minute Order No. 2009-003, Motion Accepting the Fiscal Year 2007-08 <br />Redevelopment Agency of the City of San Leandro Annual Report. (1485) <br />The City Council accepted the Fiscal Year 2007-08 Redevelopment Agency of <br />the City of San Leandro Annual Report. <br />M/S/C Reed and Starosciak. Ayes: 7; Noes: 0 <br />B. Council Review and Selection of Three Projects for Presentation to the City's <br />Congressional Representatives During the March National League of Cities Conference <br />in Washington D.C. for Inclusion in the Federal Fiscal Year 2010 Budget (selects three <br />projects to lobby for federal funding). (1051) <br />City Manager Hollister noted that during this year's trip to Washington, D.C., in <br />addition to presenting projects for possible FY 2010 appropriation, the Council will <br />have the opportunity for discussion with federal legislators about other funding <br />strategies: the economic stimulus package; the FY 2009 "earmarks"; and renewal of the <br />Federal Transportation Infrastructure Program (SAFETEA-Lil). <br />Mr. Hollister listed the projects from which the Council was requested to select three to <br />present to Congressional representatives, and he indicated that Senator Feinstein's office <br />is requiring that requests be submitted by February 5. City Engineer Ken Joseph <br />provided information about the "shovel-readiness" of the various projects listed. <br />A Council discussion ensued. In choosing the three projects, suggestions were made to <br />give greater consideration to those projects that do not have another funding source, to <br />consider at least one regional project, and to maintain some consistency and continuity <br />with the previous years' requests. It was noted that Congressman Stark prefers having <br />just three projects on which to focus, and Senator Boxer favors regional and <br />environmental projects. <br />By consensus, the City Council agreed upon Marina Spine construction, public <br />safety building e$pansion and East 14th Street improvements for presentation to <br />the City's congressional representatives during the March National League of <br />Cities Conference in Washington D.C. for inclusion in the Federal Fiscal Year <br />2010 budget. <br />Councilmember Souza suggested that the Council consider having the full project list <br />available to present if the opportunity arises. <br />C. Report on Closed Session Actions Taken <br />City Attorney Jayne Williams stated that no reportable action was taken in Closed <br />Session. <br />
