C. Paving 1. Prior to issuance of building permits, the applicant shall submit final details and specifications of the proposed concrete paving on the property for the project for the review and approval of the Community Development Director and City Engineer. The on-site paving shall be colored concrete, at a minimum with a substantial amount of lamp black color additive and broom finish. D. Fencing 1. Prior to issuance of building permits, the applicant shall submit final details and specifications of any proposed perimeter fencing. At a minimum, said fencing shall be solid wood fencing between six to seven feet tall, with four by four wood posts, one by eight kick boards, two by four top and bottom rails, and one by eight boards arranged to look the same on either side of the new fencing. A solid fence exceeding six feet shall require a building permit. If the top one foot section of the seven foot tall fence is framed wood lattice, a building permit will not be required. Any proposed fencing within the front yard setback shall not exceed the maximum height of three feet. IV. ENGINEERING AND TRANSPORTATION DEPARTMENT A. Pursuant to Government Code Section 66020, including Section 66020 (d) (1), the City HEREBY NOTIFIES the applicant for this Project that the 90-day approval period (in which the applicant may protest the imposition of any fees, dedications, reservations, or other exactions imposed on this Project by these Conditions of Approval) will begin on the date of the conditional approval of this Project. If you fail to file a protest within this 90-day period, complying with all of the requirements of Government Code Section 66020, you will be legally barred from later challenging any such fees, dedications, reservations or other exactions. B. The proposed development shall comply with City ordinances, policies and regulations. All improvements shall be in accordance with the City's Design Standards, Specifications and Standard Plans unless otherwise specifically approved by the City Engineer. C. Applicant shall pay design review fees, park facilities development impact fees, permit fees, inspection fees, sewer connection fees, and any other fees charged by the City or other reviewing agencies for the review, approval, permitting and inspection of the public and/or private improvements. D. Applicant shall pay the Development Fee for Street Improvements (DFSI) prior to issuance of a building permit. The exact fees will be determined at the time of Building Permit Issuance and will be adjusted to reflect any change in the ENR Construction Cost Index.
