C. Paving <br />1. Prior to issuance of building permits, the applicant shall submit final details and <br />specifications of the proposed concrete paving on the property for the project for <br />the review and approval of the Community Development Director and City <br />Engineer. The on-site paving shall be colored concrete, at a minimum with a <br />substantial amount of lamp black color additive and broom finish. <br />D. Fencing <br />1. Prior to issuance of building permits, the applicant shall submit final details and <br />specifications of any proposed perimeter fencing. At a minimum, said fencing <br />shall be solid wood fencing between six to seven feet tall, with four by four wood <br />posts, one by eight kick boards, two by four top and bottom rails, and one by eight <br />boards arranged to look the same on either side of the new fencing. A solid fence <br />exceeding six feet shall require a building permit. If the top one foot section of the <br />seven foot tall fence is framed wood lattice, a building permit will not be required. <br />Any proposed fencing within the front yard setback shall not exceed the maximum <br />height of three feet. <br />IV. ENGINEERING AND TRANSPORTATION DEPARTMENT <br />A. Pursuant to Government Code Section 66020, including Section 66020 (d) (1), the City <br />HEREBY NOTIFIES the applicant for this Project that the 90-day approval period (in <br />which the applicant may protest the imposition of any fees, dedications, reservations, or <br />other exactions imposed on this Project by these Conditions of Approval) will begin on <br />the date of the conditional approval of this Project. If you fail to file a protest within this <br />90-day period, complying with all of the requirements of Government Code Section <br />66020, you will be legally barred from later challenging any such fees, dedications, <br />reservations or other exactions. <br />B. The proposed development shall comply with City ordinances, policies and regulations. <br />All improvements shall be in accordance with the City's Design Standards, <br />Specifications and Standard Plans unless otherwise specifically approved by the City <br />Engineer. <br />C. Applicant shall pay design review fees, park facilities development impact fees, permit <br />fees, inspection fees, sewer connection fees, and any other fees charged by the City or <br />other reviewing agencies for the review, approval, permitting and inspection of the <br />public and/or private improvements. <br />D. Applicant shall pay the Development Fee for Street Improvements (DFSI) prior to <br />issuance of a building permit. The exact fees will be determined at the time of Building <br />Permit Issuance and will be adjusted to reflect any change in the ENR Construction <br />Cost Index. <br />Agreement to Conditions May 1, 2008 <br />PLN2007-00019 Page 5 of 9 <br />
