provided that construction noise shall not be detectable outside of the structures <br />being built. <br />B. Construction activity shall not create dust, noise or safety hazards for adjacent <br />residents and properties. Dirt and mud shall not be tracked onto Lillian and East <br />14th Streets from the project site during construction. <br />C. Dust generating activities such as grading, excavation, paving etc., shall be <br />scheduled the early morning and other hours when wind speeds are low. All <br />construction activities entailing soil disturbance shall cease when winds exceed 30 <br />miles per hour as an hourly average. <br />D. Procedures with the highest noise potential shall be scheduled for daylight hours, <br />when ambient noise levels are highest. <br />VI. SECURITY MEASURES <br />A. Window signs shall not exceed 25% of the visible window area and shall not be <br />placed in a manner to obscure the view of inside the building space. <br />B. Additional lighting similar that installed on the east elevation towards the existing <br />parking lot shall be installed on the rear of the building to provide lighting for the <br />rear parking area. <br />C. Any public pay telephone(s) on the property shall be located inside the building, the <br />location, details and specifications shall be submitted concurrently, to the City <br />Police Department and the City Community Development Department. After review <br />of the said submittal the City may approve or disapprove the proposal for the public <br />pay telephone(s). <br />XI. GENERAL REQUIREMENTS <br />A. A Six month review shall occur after the opening of the new restaurant to verify that <br />the retail outlet area is still operating within the confines of the defined 2,000 square <br />foot maximum allowed area. <br />B. Placement of newsracks shall comply with the City's Newsrack Regulations, <br />Chapter 6, Title 5 of the San Leandro Municipal Code and may not be established <br />without prior City approval. <br />C. The parking lot shall be posted per the requirements of the California Vehicle Code, <br />with a sign stating that parking is for customers only. Abandoned or inoperable <br />vehicles shall be removed in a timely manner. <br />D.
