MINUTES Page 10 City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-February 2, 2009 Recommendation for City Council Consideration: a. Schedule approval of the Comprehensive Annual Financial Report (CAFR) for the Fiscal Year Ended June 30, 2008. By consensus, the City Council approved this recommendation. b. Schedule approval of commitment of $500,000 of Community Development Block Grant (CDBG) funds to Davis Street Family Resource Center (DSFRC) towards the purchase of the building located at 3081 Teagarden Street. By consensus, the City Council approved this recommendation. 12. CITY COiTNCIL CONIlVIENTS Councilmember Starosciak thanked staff, and especially Community Relations Representative Kathy Ornelas, for the excellent going away party for Surlene Grant. She commented on the summit on education at San Leandro High School, and noted the huge turnout by students and their parents; and on the shorebird tour of the dredged materials management site. Councilmember Starosciak related her observations from the previous week of dogs being allowed to roam off-leash at Stenzel Park, which underscored for her the need for a dog park. She expressed the health issues created by children's contact with animal waste on play fields, and requested that the Council consider an ordinance which would prohibit dogs on City play fields. She further recommended that the play field gates be locked until signs can be erected. Councilmember Prola expressed agreement with Councilmember Starosciak's suggestion of an ordinance prohibiting dogs on play fields. He attended Councilmember Grant's retirement party, and commented that it was a nice tribute to her community service. He commented on the Chamber of Commerce Installation and Supervisor Lai-Bitker's State of the County Address. Councilmember Prola commented on the state's unemployment rate, which was 9.3% at the end of December 2008. He noted that 31 of the 58 counties had double-digit unemployment, and two were over 20%. Vice Mayor Stephens also attended the Chamber Installation dinner with Councilmembers Prola and Reed. State Treasurer Bill Lockyer gave a speech, in which he addressed the State economic situation and forecast. He complimented staff on Surlene Grant's farewell party. Councilmember Souza expressed appreciation to those who participated in Surlene Grant's farewell. She commented that she attended Supervisor Lai-Bitker's State of the County Address, and she plans to attend the next Citizen's Police Academy. Councilmember Souza expressed support for a dog park. She requested a determination on the use of park in lieu fees, and a report on the status of the San Lorenzo School District representative to the Recreation and Parks Commission.
