MINUTES Page 10 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-February 2, 2009 <br />Recommendation for City Council Consideration: <br />a. Schedule approval of the Comprehensive Annual Financial Report (CAFR) <br />for the Fiscal Year Ended June 30, 2008. <br />By consensus, the City Council approved this recommendation. <br />b. Schedule approval of commitment of $500,000 of Community Development <br />Block Grant (CDBG) funds to Davis Street Family Resource Center <br />(DSFRC) towards the purchase of the building located at 3081 Teagarden <br />Street. <br />By consensus, the City Council approved this recommendation. <br />12. CITY COiTNCIL CONIlVIENTS <br />Councilmember Starosciak thanked staff, and especially Community Relations <br />Representative Kathy Ornelas, for the excellent going away party for Surlene Grant. She <br />commented on the summit on education at San Leandro High School, and noted the huge <br />turnout by students and their parents; and on the shorebird tour of the dredged materials <br />management site. Councilmember Starosciak related her observations from the previous <br />week of dogs being allowed to roam off-leash at Stenzel Park, which underscored for her the <br />need for a dog park. She expressed the health issues created by children's contact with <br />animal waste on play fields, and requested that the Council consider an ordinance which <br />would prohibit dogs on City play fields. She further recommended that the play field gates be <br />locked until signs can be erected. <br />Councilmember Prola expressed agreement with Councilmember Starosciak's suggestion of <br />an ordinance prohibiting dogs on play fields. He attended Councilmember Grant's retirement <br />party, and commented that it was a nice tribute to her community service. He commented on <br />the Chamber of Commerce Installation and Supervisor Lai-Bitker's State of the County <br />Address. Councilmember Prola commented on the state's unemployment rate, which was <br />9.3% at the end of December 2008. He noted that 31 of the 58 counties had double-digit <br />unemployment, and two were over 20%. <br />Vice Mayor Stephens also attended the Chamber Installation dinner with Councilmembers <br />Prola and Reed. State Treasurer Bill Lockyer gave a speech, in which he addressed the State <br />economic situation and forecast. He complimented staff on Surlene Grant's farewell party. <br />Councilmember Souza expressed appreciation to those who participated in Surlene Grant's <br />farewell. She commented that she attended Supervisor Lai-Bitker's State of the County <br />Address, and she plans to attend the next Citizen's Police Academy. Councilmember Souza <br />expressed support for a dog park. She requested a determination on the use of park in lieu <br />fees, and a report on the status of the San Lorenzo School District representative to the <br />Recreation and Parks Commission. <br />
