CITY COUNCIL REPORTS <br /> <br /> <br />A.Reports on Intergovernmental Agencies <br /> <br />Councilmember Prola reported on the February 11 meeting of the Alameda County <br />Mosquito Abatement District Board of Trustees. The District received only six <br />mosquito bite reports for the month of January. <br /> <br />Councilmember Souza reported on the recent brief meeting of the Alameda County <br /> <br /> <br />Councilmember Starosciak reported on the most recent meeting of the Alameda County <br />Congestion Management Agency (CMA) Board. The Board discussed the likely <br />impacts to the cities of the economic stimulus package. Councilmember Starosciak <br />indicated that San Leandro would be eligible for $1.5-$2 million in local streets and <br />roads funding. She asked the Council to consider devoting a portion of the funding to <br />the curbs and ramps program. Councilmember Starosciak reported that she and <br />Councilmember Gregory attended a Bus Rapid Transit (BRT) Policy Steering <br />Committee meeting today. The last meeting of the Committee was held in 2005. <br />Councilmember Starosciak reported that the BRT project has been discussed since the <br />early 1990s. The proposed timeline is to complete the Environmental Impact Report <br />process by 2010, and open the BRT system by 2015. Councilmember Starosciak <br />suggested that the Council strongly consider requesting consulting fees from AC Transit <br />to study ways to get people onto BRT. <br /> <br />Councilmember Gregory commented that, at the BRT meeting, he strongly <br />recommended taking a phased approach to implementing BRT service. He remarked <br />that he did not see how it could be done all at once. <br /> <br />Mayor Santos reported that San Leandro has received an invitation to join the East Bay <br />Green Corridor Partnership, and he provided copies of the invitation to the Council. In <br />order to participate, the City will be asked to approve a Memorandum of Understanding <br />and contribute $10,000. Mayor Santos reported on the East Bay Dischargers Authority <br />(EBDA) Board, which has been discussing alternatives for dealing with the wastewater <br />that is now released into the Bay. <br /> <br />Mayor Santos asked Councilmember Starosciak whether the CMA Board has discussed <br />the possibility of borrowing funds allocated to projects that are not quite ready to <br />proceed, in order to accelerate the completion of others. He said this idea, as well as <br />expediting the Request for Proposal process, was discussed by the Alameda County <br />Transportation Improvement Authority (ACTIA). Councilmember Starosciak indicated <br />that this type of borrowing happens frequently, and the CMA has an accounting of such <br />funds. <br /> <br /> <br />B.Reports on Conferences and Seminars <br /> <br /> <br />
