At the request of the City and the ACCMA, Caltrans hosted a public meeting on May 22, <br />2001 to introduce the proposed installation of sound walls along I-580 in San Leandro to <br />reduce noise. Ten sound walls were originally planned along this corridor from Estudillo <br />Avenue to 141st Avenue. However, after a second meeting held on June 19, 2001, <br />residents along Benedict Drive requested that Sound Wall #9 be eliminated to maintain <br />their views. City Council, at the request of both the residents and Caltrans, passed a <br />resolution approving the installation of nine sound wall sections, excluding the proposed <br />Sound Wall #9. <br />An open house was held by Caltrans on October 23, 2002 to allow the public to select the <br />desired wall elevation from three alternatives. They selected Alternative II Color and <br />Texture, which is a schematic representation of the rolling hills in San Leandro that rise <br />beyond the eastern side of the sound walls. After community input, the City Council <br />approved of the selection of the color and texture for the sound walls. <br />In 2006, the ACCMA took over the design and construction responsibilities from <br />Caltrans to allow the project to progress more consistently. Subsequently, the ACCMA <br />hired Mark Thomas & Company to prepare the construction documents. In July 2007, <br />the ACCMA held a community meeting to review the project's status and inform <br />property owners of construction impacts. <br />Analysis <br />The ACCMA completed the design of the sound walls along I-580. Caltrans requires that <br />prior to completion, the City agree to graffiti and debris removal and landscape <br />maintenance outside of the area reserved for exclusive freeway use for approximately <br />1,300 feet of sound wall adjacent to Benedict Drive and Grand Avenue. This <br />requirement is similar to that agreed upon by the City for sound walls on Davis Street <br />near Interstate 880 (I-880). Advertisement for construction is scheduled for March with <br />award in April. Construction is anticipated to start in May 2009. <br />Public Works Services staff has reviewed the maintenance requirement and has made an <br />assessment of the cost of yearly maintenance. It is anticipated that the maintenance cost <br />of the walls will average between $6,000 to $8,000 per year. <br />Current City Council Policy <br />Not Applicable <br />Previous City Council Action(s) <br />• On March 18, 2002, by Resolution No. 2002-38, the City Council approved the <br />installation of sound walls along both sides of I-580 in San Leandro between <br />Estudillo Avenue and 141st Avenue, excepting therefrom proposed Sound Wall #9 <br />
