The MTC estimates that the Bay Area's discretionary share of the regional STP funds will be <br />approximately $140 million, of which a large portion will be programmed to local streets and <br />roads rehabilitation and maintenance projects. Because of the very tight delivery deadlines <br />within the bill, the MTC has asked the local Congestion Management Agencies to coordinate the <br />development of a prioritized list of road rehabilitation projects. <br />Analysis <br />The ARRA funds are allocated primarily on a population basis with additional factors taken into <br />account, such as lane mileage, needs, and performance between counties and local jurisdictions. <br />Alameda County jurisdictions are slated to receive a total of $28,275,000. The City is <br />programmed to receive approximately $1,338,222. <br />The ARRA funds can be used anly on arterial roadways that require rehabilitation within the <br />City and only for construction. Staff used the City's Pavement Management System to identify <br />the arterial streets that meet the rehabilitation requirements within the City. Washington <br />Avenue, from Anza Way to Caliente Drive, and Aladdin Avenue, from I-880 to Alvarado Street, <br />are the arterial streets meeting the selection criteria for rehabilitation under the ARRA program. <br />The estimated total cost for this work is approximately $1,923,000. <br />These streets were submitted in the City's application for ARRA funding. The rehabilitation <br />work will most likely be completed by October 2009. The City will be required to provide any <br />necessary funds for this project beyond the available ARRA funds and therefore, the City must <br />program approximately $584,778 to cover the total project cost. This amount will be met by <br />Measure B Funds that were previously programmed for Aladdin Avenue. <br />Given that during the next few months, nearly all 110 Bay Area agencies will be proceeding with <br />road rehabilitation projects, the Alameda County Congestion Management Agency (ACCMA) <br />encourages all local jurisdictions to have their Councils provide City Managers with the <br />authority to award the ARRA projects as soon as possible. Furthermore, the ACCMA has <br />recommended that Councils take action now to provide City Managers with the authority to <br />release the projects for advertisement upon issuance of the federal Authorization to Proceed (E- <br />76), allowing the project to proceed at least a minimum of two weeks earlier than our normal <br />schedule. <br />Current City Council Policy <br />Not Applicable <br />Previous City Council Action(s) <br />Not Applicable <br />City Council Committee Review and Action <br />Not Applicable <br />
