Main Street Property Services, Inc. -Page 3 of 4 - February 20, 2009 <br />The campaign elements and their respective cost, and the cost for consulting is as follows: <br />Marketing -magnets, Farmers' Market promotion, ICSC give-a-ways 18,970 <br />Website -maintenance and hosting 2,992 <br />Consulting Services ($4,000/month) 68,000 <br />Misc. publications, copies and mileage reimbursement 3,100 <br />$93,061 <br />The Consultant Services Agreement between the Agency and MSPS includes anot-to-exceed fee <br />of $93,061. Exhibit A to the Agreement includes the Marketing Plan 2009-10, while Exhibit B <br />includes the budget. <br />The cost of this work is to be split equally between the Plaza Redevelopment Area and the Joint <br />Redevelopment Area, as part of downtown is included in each of these areas. The fiscal year <br />2009-10 budget includes $128,000 for MSPS' consulting and marketing services which is <br />sufficient to cover the cost of the agreement. <br />MSPS is an important part of the City and Redevelopment Agency team that is working to <br />improve the appearance, safety, walkability and retail offerings of Downtown San Leandro. To <br />keep the City Council informed, staff will bring a Downtown San Leandro report to the Business <br />and Housing Development Committee in April 2009 with information on first quarter 2009 <br />activities related to the Downtown such as: the Downtown Farmers' Market, commercial facade <br />program, capital improvements, DowntownSanLeandro.com website and MSPS' activities. An <br />assessment of MSPS' performance will be made towards the end of this 17-month agreement to <br />determine the value of continuing this marketing and consulting services agreement. <br />Current City Council Policy -Not Applicable <br />Previous City Council Actions - On January 16, 2007, the Redevelopment Agency approved a <br />Consultant Services Agreement with Main Street Property Services, Inc. for the development of <br />the 2007 Downtown Retail Strategy Implementation Plan and Design Guidelines and Principles. <br />On February 4, 2008, the Redevelopment Agency approved a Consultant Services Agreement <br />with Main Street Property Services, Inc. for the implementation of a 2008 Marketing Plan. The <br />agreement expired on January 31, 2009. <br />City Council Committee Review and Action -The Business Development Committee <br />discussed the proposed project at their February 4, 2009 meeting and recommended Agency <br />approval of an Agreement with Main Street Property Services, Inc. for the 2009-10 Marketing <br />Campaign and Consulting Services. <br />Applicable General Plan Policy -Not Required <br />Permits and/or Variances Granted -Not Required <br />
