Thus, she said her team is looking at ways to air- <br />condition at least The Alameda's common areas, and will continue to study whether air <br />conditioning is warranted in the units themselves. <br />Commissioner Ponder asked how the units are ventilated. <br />Mr. Baker said he would have to investigate the specifics for a complete response. In the <br />meantime, he explained that Z-ducts with acoustic baffling would be used in units subject to the <br />most noise, where residents may not want to open windows while they sleep. <br />Commissioner Ponder asked about plans for Phase II. <br />Ms. Tan indicated that BRIDGE Housing is not involved; Westlake is assuming 300 units of <br />market-rate housing there. <br />Commissioner Abero, referencing the last point Commissioner Ponder raised, expressed strong <br />concerns that the initial 100-unit project will be built but then the other 700 units will just go <br />away and we'll have one building with a parking garage. She wanted to know what kind of <br />assurances there are that if The Alameda moves forward, it will continue on and al] units <br />proposed will be built. <br />Ms. Tan said she could not provide 100% assurance, but pointed out that Westlake Development <br />Partners is providing the land for The Alameda for $1 and is spending significant amounts of <br />money to put The Cornerstone proposal through the approvals process. She also noted part of the <br />Proposition 1 C funding requirements is that the units associated with that funding be built within <br />a certain timeframe. That includes the 200 market-rate units in The Cornerstone development. <br />Thus, she believes Westlake's actions give a very strong indication of an intention to move <br />forward. <br />Commissioner Abero asked what the timeframe is. <br />Ms. Tan said it is five years, with a possible five-year extension, depending on whether the State <br />considers an extension appropriate. <br />Commissioner Abero said that means The Alameda could be standing on its own for 10 years. <br />Ms. Tan said that it would be within five years; if they wanted another five years they would <br />have to appeal to the State. <br />Commissioner Collier said she is happy that BRIGE Housing will try to give priority to families <br />that already live and/or work in San Leandro, because those are the people who usually complain <br />that there is nowhere for their children to move. Noting that one of the conditions of approval is a <br />provision for five short-term bicycle parking spaces for guests and a minimum of 25 for use by <br />residents, she hopes those numbers can be increased. If the projection of 50 students in The <br />Alameda is correct, that alone might account for as many as 45 bicycles without including any for <br />adults and others. <br />Ms. Tan noted that the space earmarked for bicycles at this time is larger than atwo-bedroom <br />apartment, but her team will determine haw many bikes would actually fit there. <br />Commissioner Collier referenced another condition of approval involving Police Department <br />requirements for building addresses. Citing a development on Davis Street that has not only a <br />street address but building and unit numbers as well -such as 800 for the building number and <br />102 for the unit number -she said it can be very confusing, even for the people who live there. <br />Residents don't always provide building/unit information as part of the address, which makes <br />deliveries (mail, parcels, etc.) difficult. <br />Ms. Tan said that will be addressed. <br />
