City of San Leandro <br />Community Development Department <br />Planning Services Division <br />Staff Report <br />DATE: January 22, 2009 <br />TO: Planning Commission <br />FROM: Phil Millenbah, Senior Planner <br />SUBJECT: PLN2008-00031 Site Plan Review Permit and PLN2008-00054 Vesting Tentative Map; <br />Public Hearing on the San Leandro Crossings Project. PLN2008-00031 is a 100 Unit <br />Affordable Housing Project Located Adjacent to the San Leandro BART Station at 1333 <br />Martinez Street and PLN2008-00054 is a 4 lot Vesting Tentative Map. (Applicant: <br />Westlake Development Partners, LLC). APN's 075-0047-002,075-0047-003-02, 075-0047- <br />007. <br />SUMMARY AND RECOMMENDATION <br />On October 6, 2008 the City Council held a public hearing and amended Article 25, section 5-2506 of the <br />zoning code and added paragraph "C" which states, "Site Plan Review for projects that require Planning <br />Commission Review: When Planning Commission review is required for a development application, the <br />Planning Commission shall review and either recommend approval or conditional approval to the city <br />Council, conditionally approve, or shall deny the discretionary approvals." Because the Vesting Tentative <br />Map is a part of the application and would require Planning Commission approval, both the Site Plan <br />Review Permit and the Vesting Tentative Map will come before the Planning Commission for its review <br />recommendation. This code amendment became effective November 20, 2008. <br />This public hearing is for the Planning Commission to review the 100 unit affordable housing project on <br />the west side of San Leandro Boulevard. The 200 unit condominium project at the site of the existing <br />BART parking lot will come before the Planning Commission on a later date. The BART replacement <br />garage will also be heard in association with this second project. <br />Cannery Court at San Leandro Crossings (Formerly called San Leandro Crossings West) is a phased, <br />mixed-use, transit-oriented development located near downtown and the San Leandro BART station. The <br />project consists of 100 affordable housing units that are proposed to be developed adjacent to the existing <br />BART station at the site of the old Del Monte plant. The 100 affordable units are being developed as a <br />way to meet the projects inclusionary housing requirement for future development of the site that could <br />eventually total 700 units. There will also be a BART replacement lot on the proposed lot 3 Vesting <br />Tentative Map that will replace the 329 parking spaces from the BART parking lot on the east side of San <br />Leandro Boulevard in a new 329 parking space garage adjacent to the affordable housing project. The <br />replacement parking garage is subject to a future development permit. This project has an associated <br />Vesting Tentative Map Subdivision Map (VTM) and VTM's are required to be reviewed by the Planning <br />Commission with recommendation to the City Council.
