28. Applicant shall enter into an agreement as described in item 24 or construct the <br />following work prior to vacation of the street: relocate all utilities from the portion <br />of Martinez Street to be vacated to the portion of Martinez Street to remain a public <br />street. <br />29. Applicant shall enter into an agreement as described in item 24 or construct the <br />following work prior to issuance of certificate of occupancy: remove any unused <br />driveways or damaged driveways, sidewalk, and curb and gutter along the full <br />property frontage and construct new City standard driveway, sidewalk, curb and <br />gutter in place of the removed items. <br />30. Applicant shall enter into an agreement as described in item 24 or construct the <br />following work prior to prior to acceptance of the final map: improvements on <br />Martinez Street, West Estudillo Street, and the pedestrian paseo as shown on the <br />plans submitted with the application or to the extent required by the City Engineer. <br />31. Applicant shall maintain landscaping on all lots unless they are under construction, <br />being used far construction staging, or covered by existing vegetation. <br />32. Applicant shall comply with the following high standards for sanitation during <br />construction of improvements: Garbage cans, construction dumpsters, and debris <br />piles shall be removed on a minimum weekly basis. All food related trash items <br />such as wrappers, cans, bottles, and food scraps shall be disposed of in closed <br />containers only and shall be regularly removed from the site. Inspections, conducted <br />as part of the regular construction compliance, will be conducted to ensure <br />compliance of the Applicant and contractors with this requirement. <br />IV. ADDITIONAL PLAN SUBMITTALS <br />1.Prior to issuance of a building permit, the developer shall submit final landscape <br />and irrigation plans for the review and approval of the Community Development <br />Director and the City Engineer. The plans shall include such details as, tree size, <br />species and location; shrubs, vines and groundcovers; installation specifications; <br />irrigation details; water conservation techniques; and maintenance programs, and <br />shall include the following: <br />2. A generous amount of trees, shrubs, vines and ground cover which provide <br />seasonal color and varieties which are hardy to the San Leandro area. <br />3. The proposed trees for the street frontage landscaping shall be specimen size <br />having a minimum size of 24-inch box, and where the remaining trees planted <br />on the project site shall be a minimum size of 15-gallon containers. <br />4. The final landscape and irrigation plans shall reduce on-site water consumption <br />and reduce the energy required for the pumping an distribution of water; <br />drought-resistant native species shall be used for site landscaping where <br />possible.
