design, to perform structural observation in accordance with the building code. <br />Structural observation means the visual observation of the structural system, <br />for general conformance to the approved plans and specifications at significant <br />construction stages and at completion of the structural system. <br />6. Final building plans submitted for building permit shall incorporate a range of <br />water conservation measures to substantially reduce average per capita daily <br />use. These measures shall include the use of equipment, devices and methods <br />for plumbing fixtures and irrigation that provide for long-term efficient water <br />use, subject to the review and approval of the Community Development <br />Director. <br />VII. FENCING AND SCREENING REQUIREMENTS <br />1. All fencing and walls on the project site shall be structurally sound, graffiti- <br />free and well maintained at all times. <br />2. Barbed or razor wire shall not be installed on any fence, wall or building on <br />the project site. <br />3. Any electrical transformers shall be vaulted underground. In the event that the <br />transformer cannot be undergrounded, it shall be screened from view <br />consistent with the access requirements of PG&E. Details for screening shall <br />be subject to the review and approval of the Community Development <br />Director. <br />VIII. MAINTENANCE <br />1. The project site shall be well maintained and shall be kept free of litter, debris <br />and weeds at all times; during construction, the site shall be well maintained <br />and shall be kept free of litter, debris and weeds. <br />2. Any graffiti shall be promptly removed from building walls, and/or fences. <br />The developer and its successors in interest shall comply with the rules and <br />regulations of the City's graffiti removal program and shall grant a license and <br />right of entry as requested to enforce the terms of such program. <br />3. All landscaping improvements shall be maintained in a healthy, growing <br />condition at all times. Any unhealthy or dead landscape material (plants) shall <br />be promptly removed and promptly replaced by the property owner. The <br />replacement landscape material shall be comparable in size to the removed <br />landscape material. <br />4. The trash and recycle bins shall be kept inside the designated space inside the <br />attached garage and kept out of public view, except when it is necessary to bring <br />them to the curbside on days that the contents of the containers are picked up for <br />disposal. <br />Vesting Tentative Map 8010/ PLN2008-00054 Page 10 <br />Conditions of Approval March 2, 2009 <br />
